Duties

As the Associate General Counsel for Enforcement in this position, you will:
Oversee the work of several enforcement teams, each headed by an Assistant General Counsel as well as the Deputy Associates and Special Counsel. Monitor and evaluate the progress of the division toward meeting goals, and for make adjustments in program operations to ensure effective coordination, legal analysis, decision-making, and office administration. Oversee the development of enforcement policies and procedures, as well as evaluating the impact of these policies and procedures on improving operations. Provide technical and managerial leadership to teams headed by Assistant General Counsels responsible for compliance and investigative activities involving civil enforcement. Analyze complex legal issues having to do with federal campaign finance law, including regulatory and constitutional issues.

You must be a U.S. citizen or national. You must be able to pass a background investigation. Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below). You may be required to serve a 2 year probationary period. Direct Deposit of Pay is required. You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement. You will be required to complete a Public Financial Disclosure Report, OGE-278 on an annual basis.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.

Basic Requirements:

A. A law degree (J.D or LL.B.) from a law school accredited by the American Bar Association.

AND

B. Bar Membership: Be an active member in good standing of a state, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States.

AND

Minimum Qualifications:

Your resume must include evidence of the following experience, including dates.

You must have 5 years of progressively responsible professional experience working as a practicing attorney in any of the following duty areas: compliance, litigation, investigations, civil or criminal law enforcement, regulations/policy, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS-15 level. This must include activities such as: (1) conducting extensive legal research of policies, regulations, and/or compliance questions, including researching precedent or opinions bearing on a legal issue; (2) managing, organizing, and planning work activities for a program or program area; (3) providing guidance in establishing the course and conduct of investigations; (4) testifying and presenting in proceedings and other hearings, trials, and depositions; and (5) analyzing complex legal issues having to do with campaign finance law, including regulatory and constitutional issues.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Compliance and Investigative Experience - Explain your compliance and investigative experience in civil or criminal law enforcement.

Leadership -- Ability to influence, motivate, and challenge others and to adapt your leadership style to a variety of situations. Ability to supervise staff and to perform the full range of human resources, as well as providing direction in the development of legal initiatives and related policies.

Legal Writing/Analysis -- Ability to write clearly, concisely and persuasively, particularly when complex legal issues are involved, and to edit and review the written work of other attorneys. Ability to research, analyze, and explain complex legal issues involving constitutional, jurisdictional, and other relevant matters.

Communication -- Ability to communicate - both written and oral - including the ability to have productive relationships with colleagues and others within and outside the agency.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you received a degree, the transcript must show the date the degree was awarded or conferred.

A self-created transcript, or a list of courses you have prepared, is not acceptable.

Foreign education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This is a Non-Bargaining Unit position.
