Duties

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $117,962.00 (GS-13, Step 1) to $149,422.00 (GS-13, Step 10). Typical work assignments include:
Providing advice and consultation to programs that involve and support the mission of CBP; receiving, reviewing, analyzing or disseminating sensitive national security data or information on a regular and recurring basis. Overseeing the overall planning, direction, and timely execution of a program or several program segments, each of which is managed through separate subordinate organizational units. Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment. Developing methods, internal controls, programs and procedures to improve cost-effectiveness, streamline organizational structures, and assures conformity with sound management principles. Reviewing reports and special studies conducted by various elements and assures proper and timely action is taken to resolve controversial situations.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Collaborating with heads of CBP organizational elements to negotiate, decide on, and coordinate work changes affecting the assigned program segment. Providing information, alternative and recommendations on the current and long-range plans pertaining to managerial and administrative procedures and operations program and financial management. Serving as liaison with high-ranking officials in other federal agencies, top-level manager in the department, and various governing board/committees. Identifying problems and developing and implementing solutions and providing leadership to officials in initiating programs and procedure changes to correct unfavorable trends in any aspect of operation and corrects situations or deviations from established plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/30/2024.
