Overview

The Department of Project Implementation ( DPI) is looking for a Non-Technical Project Manager to lead the delivery of a wide variety of projects at the City. The Project Manager has responsibility for all phases of the project from concept/initiation to closing. Projects may include improvements to City organization, processes, systems, or management of events or unique exciting programs. The Project Manager will also provide project controls support for more complex capital infrastructure projects. They will support and enhance the Project Management Information System (PMIS) and develop training and tools that drive the department’s vision of project management excellence. As stewards of public funds, the employee is expected to deliver projects to a standard worthy of that trust.

What You Should Bring
The Non-Technical Project Manager is expected to have a strong background in project management, organizational process improvement, project controls (particularly cost management), and be able to lead project teams. Work is performed with some independence and independent judgement, while ensuring compliance with City policies and procedures. The Non-Technical Project Manager should approach work with a critical eye, challenging accepted practices, seeking new approaches and continuous improvement.

The Opportunity and Key Responsibilities
Responsible for managing projects within the scope, schedule, and budget baseline. Monitor project progress, forecasts expenditures, mitigates risk, and addresses adverse variances to baseline.Develop project management plans (PMP), prepares project status reports and updates the PMPs as needed. Provide project controls on complex capital projects, including cost, schedule, and risk management support. Support technical project managers. Provide stewardship of Capital funds through appropriate budget development, drafting of effective procurement documents, disciplined management of vendors, and adherence to contract and regulatory requirements. Manage and engage stakeholders and present information regarding projects to residents, outside agencies, senior staff, and City officials. Plan and conduct project status meetings. Support DPI’s role as the City’s Project Management organization by developing systems/tools, processes, and training to support the City’s Project Management standards. Seek stakeholder input, gains consensus, and make decisions in the best interest of the City and its residents.Engage internal and external subject matter experts to ensure project challenges are addressed with appropriate level of expertise.Responsible for meeting all certification requirements and seeking out coaching and assistance on unfamiliar work. Continuously advancing professional knowledge of project management, project controls, and government organizational improvement.

About the Department
The Department of Project Implementation (DPI) is responsible for the implementation of capital infrastructure projects including intersection improvements, stormwater and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. DPI staff promote excellence in project management and sound stewardship of public trust. The Department is currently managing 64 active infrastructure projects with a total capital improvement program value of approximately $1.8 billion. The Department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation, Landmark Mall Redevelopment and the Duke Street and West End Transitways. DPI is dedicated to continuous improvement and industry best practices and is committed to the continued professional development of staff members. Minimum & Additional Requirements

Bachelor's degree and five (5) years of related experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

An ideal candidate should have experience in positions involving public administration, public budgeting, procurement contracting, project delivery and organizational process improvement. Experience coordinating diverse teams including experience leading a team in addition to managing project staff, professional consultants and vendors is desired. Excellent communication, presentation, and analytical skills to represent data in various ways on multiple platforms is also desired. In addition, experience using Smartsheet, Microsoft Project, Microsoft Excel, SharePoint, Microsoft Visio, Tableau, and other applications to create new forms, templates and dashboards is a plus. The ability to manage project finances using forecasting and earned value management techniques is also preferred.
