The Management Analyst will play a critical role in providing portfolio management subject matter expertise for key investments, products and/or initiatives, leading and driving change across the enterprise, and driving value delivery. The Management Analyst will also advise the Chief Information Officer (CIO), Chief of Staff, and Chief of the Enterprise Project Services Division in implementing enterprise-wide IT strategic portfolio management practices including strategic portfolio management, planning and policy; Information Technology Investment Management (ITIM); Technology Business Management (TBM); and Capital Planning and Investment Control (CPIC).

The Management Analyst will help achieve impact and value from our investments in both people and technology by collaborating with the Policy and Resource Management staff, Enterprise Project Management Branch, Acquisition Support Staff, and other federal agencies as requested. The incumbent will be assessed by your ability to achieve or contribute toward IT and business-facing metrics, leading change using portfolio management to create a portfolio of strategically linked investment options, and to ensure investment reviews and the governance process is conducted in accordance with the Project Management Institutes (PMIs) Strategic Portfolio Management guidelines and best practices.

Duties of the position include, but are not limited to:
Developing a standard IT Investment Management Framework to align business strategy with IT investments and strategic goals.
Promoting portfolio management practices and approaches to advance enterprise agility, adaptive program management, and drive change adoption.
Creating a strategic portfolio inventory by identifying all ongoing projects, initiatives, programs and categorize based on relevant strategic goals and prioritize and adjust projects based on strategic importance.
Prioritizing the portfolios project request and drive end-to-end process improvements that enable growth and deliver cost estimation improvements.
Developing and maintaining a strategic portfolio management roadmap for planned work.
Establishing and implementing portfolio management practices that align with Agile best practices, ensuring that new processes mature to meet the Judiciary's needs.
Leading goal alignment with portfolio stakeholders and PMO leaders to ensure that the Department is delivering the right projects at the right time, with the right resources.
Assessing and managing portfolio-level risk.
Ensuring transparency, alignment, and clear communication of strategic programs and their resource impacts across the portfolios to key business and technology stakeholders.
Performing other duties as required.
