The Greater Memphis Local Workforce Development Board seeks an Executive Director to lead a workforce development board in the Greater Memphis area. As the Executive Director of the Greater Memphis Local Workforce Development Board, you will hold a key position. You will be responsible for Workforce Innovation and Opportunity Act (WIOA) services and programs covering the local workforce areas of Shelby, Fayette, Tipton, and Lauderdale County. Your leadership and strategic vision will be instrumental in shaping the future of our communities in these regions. *ABOUT THE POSITION Managed by the Executive Director of the Greater Memphis Local Workforce Area and directed by the Local Workforce Board, this position oversees, manages, coordinates, plans, and implements effective workforce strategies through four counties. This position administers the day-to-day operations of the area-wide ecosystem under the direction of the public/private member board. The Executive Director is accountable for expanding partnerships between the private sector and government, economic development, education, and the broader community by developing viable, practical workforce programs and other stakeholders. The Executive Director will ensure compliance with WIOA and develop and coordinate the implementation of the LWDBs strategic plans, including, but not limited to, promoting strategic partnerships.*

  • Ensures compliance with the WIOA and makes presentations to various stakeholders and officials. Provides leadership in pursuing new funding sources and service strategies and participates in developing the LWDB budget.
  • Facilitates strategic leadership on workforce development initiatives and issues and represents LWDB in economic and workforce member associations.
  • Develops and implements policy directives of the LWDB and influences and interprets the WIOA and other workforce legislation.
  • Experience working in a dual reporting relationship.
  • Experience managing complex budgets and reporting on financial matters.
  • The ideal candidate will be a seasoned Senior or Executive leader with direct experience with WIOA, Public Policy development/advocacy, or Economic Development.

MINIMUM REQUIREMENTS OF QUALIFICATIONS AND EDUCATION:

Bachelors Degree with coursework in business administration, public administration, political science, or a related field and five years experience in mid to upper-management positions in employment and training programs or economic development.

Three - five years experience with the Workforce Innovation and Opportunity Ac (WIOA).

Three - five years experience with Workforce or Economic Development Programs.

Experience conducting workforce research and regional labor market analysis. Experience in policy planning.

Experience overseeing, managing, hiring, and supervising LWDA staff across multiple regions and programs.

Experience managing budgets and complex financial matters.

Experience in oversight of program activities.

Experience building partnerships with stakeholders.

Experience with regulatory compliance and fiduciary requirements.
