Duties

To provide technical expertise in reviewing funding applications, perform baseline reviews for affiliations with malign entities, export control entity listing, and patterns of concern. Serves as the Liaise with the CHIPS R&D and Incentives Offices, NIST Research Security Team, and NIST International Affairs and Academics Office. The individual's work outcomes will influence NIST international plans, strategies, and goals and impact the successful implementation of the CHIPS and Science Act. Specific duties include, but are not limited to the following:

- Conduct financial analyst and forecasting related to CHIPS Act funding and expenditures
- Develop a financial model to evaluate the economic impact of semiconductor investments
- Evaluate the financial viability of potential partnerships and collaborations in the semiconductor industry
- Ensure compliance with financial regulations, federal funding guidelines, and reporting requirements
- Engage with stakeholders including government agencies, industry partners, and research institutions to facilitate financial collaboration and exchange

Qualifications

Basic Requirements:

Education

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

Experience

Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations

In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-13 (ZA-III at NIST) level. Specialized Experience is defined as: performing financial analysis in the semiconductor industry to include risk assessment and mitigation, financial reporting, and compliance. Experience in applying, expertise in United States Government policies and programs with respect to safeguarding international science, protocols and diplomacy

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
