Role Overview:

The Program Director must meet the standard to perform as a QIDP (see Experience and Education Pre-Requisites). The position is that of a senior-level manager, with both operational and quality management duties that include supervision of QIDPs, and by extension, Facility/Program Managers and Direct Support Professionals/Residential Counselors.

This is an "at will" position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manage operations for an assigned area that include: ICF/IDD and Waiver services.
  • Monitor service delivery, quality of care, and financial and political functions for people in support as required by ILS policies and procedures.
  • Monitor acuity packet submissions and adjustments for ICF/IDD and/or waiver services.
  • Assist with ensuring recertification (for benefits) documents are submitted timely.
  • Provide resources to management teams to assist and encourage people in support to engage in community integration and community relationship building.
  • Provide Quality Assurance for all ICF/IDD and Waiver Services. Conduct onsite service site monitoring visits to ensure compliance with regulatory requirements and ILS policy.
  • Assist in the development, monitoring, and implementation of policies and procedures.
  • Assist in the supervision, management, and training of all QIDPs, Facility/Program Managers, and Direct Support Professionals/Residential Counselors.
  • Ensure that all managers within the area of responsibility adhere to the performance management process for new hires annually.
  • Provide oversight and guidance for managers below to provide effective oversight and evaluation of their staff reports.
  • Provide guidance, supervision, and oversight of direct reports to ensure the production and filing of documentation for organizational integrity and compliance with ILS, local, and federal regulations and policies.
  • Submit required reports to assist in ILS responses to oversight/monitoring agencies. These reports may include the PPR (Provider Performance Review), CIP (Continuous Improvement Plan), Corporate Reviews, and Licensure Surveys, among others.
  • Review samples of documentation to monitor compliance with ILS policies and protocols, and address deficiencies using a set of tools that may include training, counseling, and/or disciplinary actions.
  • Assist with oversight and analysis of Clinical/Operational Budget.
  • Monitor systems used by governmental oversight agencies, for example, the DDS MCIS, that include care quality, referral, general information, and financial documents, incidents, referrals, etc., and ensure that managers follow up and maintain compliance per the oversight agencies and ILS policy.
  • Monitor QIDP and FC/RC reporting practices relating to incident management and ensure policy expectations are enforced.
  • Provide leadership and direction to the Clinical team for new program admissions, transfers, and discharges.
  • Conduct management meetings at least monthly, or more frequently if/when concerns that need follow-up are identified, and provide regular updates and/or concerns to the Sr. Program Director/VP of Programs/VP of Finance/COO;
  • Track QIDDP performance regarding their acquisition of required reports from clinicians who provide support to people in their caseloads (i.e., PT, OT, Nutritionist, Speech, Psych, etc.) to ensure ILS completes timely submission as required by oversight agency and ILS policy.
  • Work collaboratively and harmoniously with ILS Internal departments (ex. Human Resources, Finance, QA, Compliance, and Nursing) departments to ensure overall services are being provided as required as well as overall compliance.
  • Review/approve QIDP's expense reports, and client and facility funds requests.
  • Oversee annual surveys for both ICF/Waiver programs to ensure appropriate staff supports, quality reviews and supporting documentation are available;
  • Attend external Provider Leadership/Coalition Meetings with government agencies, and provide feedback to the leadership team;
  • Assist in Business Development to include Fundraising, Open Houses, seeking referrals, and building professional relationships with external entities.
  • Attend internal & external training as required; and
  • Participate in Committee meetings to include but not limited to Health & Safety, Risk Management, and Human Rights.

Experience and Education Pre-Requisites:

At least a Bachelor's Degree from an accredited college or university, in a human services field such as medical; social services; education; or clinical services (i.e., Speech/Language, nursing, nutrition, etc.), Master's Degree preferred.

A minimum of five years of related employment experience that includes two years of management/supervisory experience for persons with a Masters's Degree, and ten years of related employment experience that includes four years of management/supervisory experience for persons with a Bachelor's Degree. #J-18808-Ljbffr
