The Office of Management Analysis and Planning (OMAP) is seeking a skilled and motivated Data Scientist to join the NYPD Data Science team. OMAP serves as the primary evaluation and assessment arm of the NYPD, acting as a think tank to explore and implement innovative strategies and efficiencies aimed at enhancing policy development, evaluating programs, and optimizing organizational structures and staffing. Responsibilities Design and develop data science services that solve Department challenges. Harmonize analysis and research to advise leadership on policy and improve Department decision making. Work with Python and machine learning; handle both structured and unstructured datasets (e.g., text, geospatial, network data); write clean code to integrate data science services with business intelligence tools. Demonstrate strong project management and interpersonal skills. CITY RESEARCH SCIENTIST - 21744 Minimum Qualifications Note Note: This section lists qualifications by assignment level. For Assignment Level I (physical, biological and environmental sciences and public health): a master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or Education and/or experience which is equivalent to the above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described above. Two years as a City Research Scientist Level I can be substituted for the experience required in the above items. Note Probationary Period: Appointments to this position are subject to a minimum probationary period of one year. Preferred Skills Experience designing and developing full-stack software applications using Python, SQL, and/or R. Experience designing and developing statistical and machine learning models (e.g., scikit-learn, statsmodels, PyTorch). Ability to design metrics to measure business objectives and improve operational effectiveness of the Department. Ability to design and develop data visualizations and business communication for department leadership to improve organizational decision making (e.g., Pandas, NumPy, Matplotlib). Ability to work with unstructured data (text, geospatial, network data) (e.g., NLTK, GeoPy, networkx). Ability to write clean and simple code to automate tools (Word, Excel, PowerPoint, ArcGIS, PowerBI). Excellent oral, written, analytic, organizational, and interpersonal skills with attention to detail. Ability to manage multiple projects and meet tight deadlines; work independently and in a team; work cross-functionally with internal stakeholders, agencies, and academic institutions. Knowledge of criminal justice policy and research literature is preferred. Residency New York City residency is generally required within 90 days of appointment. City Employees in certain titles with 2 continuous years of service may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
