Join to apply for the Bridge Supervisor (Alaska Railroad) role at State of Alaska Purpose of Position To ensure that ARRC bridges,šķ docks, tunnels, ramps, culverts and related structures are designed, constructed, inspected, and maintained in accordance with FRA, AREMA, and ARRC standards, regulatory agency requirements, and applicable building codes. Duties and Responsibilities Manage ARRC bridge construction and maintenance work. Provide input filled maintenance and improvement requirements by evaluating current and future usage. Support development of annual and capital budgets for approval. Help identify and prioritize projects and organize work programs that fit within available funding. Administer ARRC policies and procedures. Coordinate recruitment and training programs and develop personnel bids. Implement ARRC safety, health and environmental policies and programs, monitoring compliance/progress. Supervise ARRC and contract forces during construction, modification, maintenance, and repair activities. Determine appropriate work methods and procedures. Ensure safe and efficient toys completion of projects within established schedules and budgets. Direct work to minimize costs, interface with other facility users, and to ensure safe and timely completion. Direct employees in the safe and efficient discharge of duties (foremen, welders, carpenters, bridgeworkers, equipment operators, helpers, laborers, etc). Inspect ARRC bridges, docks, tunnels, culverts and related facilities. Provide general supervision of subordinate ARRC inspectors. Coordinate third‑party inspection of bridges, culverts and structures when appropriate. Ensure the maintenance of plan, inspection, and work report files. Coordinate and ensure procurement of all necessary regulatory permits for department activities. Procure and manage contractors; ensure work is integrated into ongoing ARRC operations. Provide relief coverage for coworkers during periods of absence. Contribute to team effort by performing other duties as assigned. May be required to participate in Incident Command exercises and activities. Factor 1: Technical and Operational Knowledge Has technical competence in the supervision of the construction, modification, maintenance and repair of railroad bridges and similar infrastructure, ensuring conformance with plans, specifications, and applicable instructions. Has technical competence to authorize or restrict the operation of railroad traffic over a bridge according to its immediate condition or state of repair. Works with industry standard safety and quality control procedures, construction scheduling, budgeting, planning, inventory management and administration. Conversant with applicable FRA and OSHA regulations, possessing computer skills including good working knowledge of word processing and spreadsheet applications. Factor 2: Analytical Skills and Impact Has strong leadership skills and working knowledge of construction and maintenance supervisory principles and practices. Recognizes and proposes alternative solutions to new and technical problems; interfaces with ARRC employees, vendors, contractors, and equipment manufacturers to determine the best solution. Allocates manpower, equipment, materials and financial assets to achieve construction and maintenance goals most effectively. Directs a comprehensive program of construction and maintenance by coordinating work activities in multiple locations. Ensures quality of work and timely completion. Factor 3: Supervision and Control Supervises a staff of approximately twenty five represented employees, including foremen, work leaders, carpenters, welders, equipment operators, bridgeworkers, helpers and laborers. Directs project work and resolves personnel and safety issues. Work is evaluated by Director, MOW Capital Programs based on overall results. Factor 4: Communication Contact with supervisor, subordinate staff, department managers and supervisors, utility providers, contractors, vendors,786, regulatory agencies, consultants, the public and other railroads. Communicates effectively, both written and verbally. Uses tact and diplomacy to develop excellent relationships with contractors and vendors. Factor 5: Working Conditions 30% office environment; 70% other locations including outdoor field locations such as docks bad bridges and culverts. May be subject to adverse weather conditions and noise, dust, grease, and moving machinery. Must be able to climb and crawl to inspect work and facilities. Must practice safe work procedures to avoid injury from falls, water, electricity, machinery, high‑pressure steam and confined spaces. Minimum Qualifications High School Diploma or GED equivalent. Six years of progressively responsible experience in railroad structure maintenance or construction, including a minimum of two years supervising or directing the work of others in railroad structure maintenance. Valid driver’s license. Ability to obtain an ARRC track car operator’s license. Preferred Qualifications Bachelor of Science degree in Engineering, Construction Management descripcion or a related field.
