Role Description:

The Director IT Enterprise Solutions is to provide departmental leadership, vision and direction for evaluation, selection, development, testing, implementation, maintenance and support of solutions to meet the strategic objectives of DC Water. The incumbent works directly with business customers, colleagues, and other stakeholders to identify and maximize opportunities to utilize technology to improve business processes, promote the strategic use of information technology and enable the workforce to use technology. Ensures compliance with corporate & departmental processes, procedures and schedules. Monitors industry trends and relevant economic indicators, translating them into viable programs that drive DC Water’s improvement programs with a focus toward innovation.



Essential Duties & Responsibilities:

  • Provides overall direction and guidance to managers and professional level staff (internal and external) in the execution of approved project plans.
  • Evaluates, prioritizes, plans and directs projects in compliance with the Authority’s approved SDLC.
  • Acts as a liaison between personnel inside and outside the organization to ensure the cost-effective delivery of solutions that exceed the expectations of a diverse client community.
  • Provides strategic direction for solution delivery activities and oversees all activities.
  • Develops standards for all software development activities and provides technical guidance to managers and staff as appropriate.
  • Interprets and plans, communicates and executes initiatives that fulfill the company vision and mission statements.
  • Promotes a culture of continuous improvement and innovation through the application of information technology to solve business challenges.
  • In cooperation with the Manager of the PMO and other stakeholders, prepares progress, and status reports regarding activities of the Team for review by senior and executive leadership.
  • Controls revenues and expenses within the department and is responsible for meeting budget goals and objectives as set forth by senior and executive leadership.
  • Provides direction to managers, supervisors and staff (internal and external) and oversees the establishment of department standards including but not limited to parameters for appropriate software documentation, instruction manuals, test procedures and related material.
  • Confers with other directors and managers to provide input into the strategic direction of Information Technology.
  • Provides input to policy level direction regarding standards and budget constraints.
  • Reviews, proposes and confers with other team members on modification, introduction and implementation of new and existing IT solutions.
  • Manages vendor relationships for successful delivery of products and services in support of client requirements.
  • Ability to balance a complex set of initiatives to ensure on-time and on-budget delivery based on the priorities established by local steering committees.
  • Evaluates and redesigns project plans understanding the implications of different technical/process choices and is able to guide clients to the best solution for their situation.
  • Handles or coordinates administrative matters concerning software engineering department or personnel.
  • Performs other assignments and projects at the discretion of the immediate supervisor.



Supervisory Responsibilities:

  • Ensures that staff receive appropriate training, orientation, and resources necessary to perform design and development work.
  • Evaluates progress and results regarding unit’s activities and goal attainment.
  • Manages personnel activities of staff (i.e., hires, fires, trains, appraises, rewards, motivates, disciplines as necessary).
  • Reviews and evaluates the work of direct reports and subordinate staff and prepares performance reports.
  • Manages 3rd party and vendor projects. Directs activities of project managers and consultants in support of the delivery of solutions for the business.
  • Matrixed responsibility for supervising the activities of project team members and project activities under the direction of the project management office and/or department heads.
  • Directs the successful and timely delivery of feasibility assessments and business cases in support of the local and enterprise steering committee processes.



Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout the Authority, representatives from other organizations and agencies, partners, suppliers and vendors.


Required Experience:

Ten (10) years of experience in utilities and/or a large public/government agency inclusive of five (5) years of managerial experience.


Minimum Education Requirements:

Bachelor’s degree in information technology or a closely related field (i.e., Computer Science, Engineering, etc.) from an accredited college or university.


Required Skills:

  • Proficiency with MS Project and/or P6 Primavera, SharePoint, Visio and MS Office tools.
  • Exceptional oral and written communication skills, including with people from Executive leadership through end users.
  • Strong planning and organizational ability.
  • Exceptional analytical, problem solving, management and leadership skills.
  • Management of a multi-solutions mix (Package, Cloud, SaaS, custom developed) application portfolio.
  • Experience with Project Portfolio management concepts and tools.
  • Client facing experience (internal or external).
  • Capacity planning and strong resource management experience.
  • Experience correcting at risk projects and motivating team members.
  • Demonstrated track-record leading multidisciplinary teams, leading technical projects, and collaborating across organizations to develop ideas and solutions successfully.
  • Dynamic, self-starter with strong attention to detail and the ability to function independently.
  • Strong discipline in creating and maintaining a process-oriented culture around repeatable processes.
  • Strong technical knowledge and a well-rounded knowledge of all aspects of information technology.
  • Strong risk management and mitigation ability.
  • Ability to set and manage priorities in a dynamic changing environment.
  • Experienced negotiator who is capable of communicating complex issues in a non-confrontational manner with an eye toward compromise.
