Position: Cyber Watch Officer, NH-0301-III (GS-12/13 equivalent)

Location: United States Space Command (USSPACECOM)/J3, Colorado Springs, Colorado

Description of Position: Employee at this level serves as a cyberspace operations analyst and subject matter expert within the Joint Cyber Center (JCC) providing support to the USSPACECOM Joint Operations Center (JOC). Works with USSPACECOM staff, components, and cyber and space partners to provide senior leaders holistic Cyber Domain Awareness that enable rapid decision making in support of the USSPACECOM mission.


Position Duties/Responsibilities:

  • Serves as the cyber operations subject matter expert for the 24x7 Joint Operations Center; Analyzes planned cyber operations and anomalous cyber events, problems, questions, or conditions relative to the development and employment of cyber systems and capabilities in support of USSPACECOM missions.
  • Works closely with USSPACECOM Directorates, Components, DoD Agencies, Mission Partners, and support activities to facilitate mission accomplishment by providing awareness, analysis, characterization, and assessment of friendly and adversarial cyber activities and events.
  • Serves as a USSPACECOM Cyber Liaison to partner analysis centers as required to facilitate information and threat sharing with commercial space partners.
  • Maintains and updates current information, policies, processes and procedures through the usage of portal pages, shared drive, collaboration tools, and other knowledge management and record keeping systems.
  • Coordinates cyber related activities with other CCMDs, components, Joint Staff, DOD and non-DOD mission partners, manufacturers/vendors, customers, and engineering/installation personnel.
  • Develops assessments of CYBERCOM and DODIN Cyber Task Orders, OPORDs, WARNORDs, FRAGORDs, Threat advisories, and other equivalent alerts in order to recommend action appropriate measures outlined in checklists or applicable Tactics, Techniques, and Procedures (TTPs).


Key Skills & Abilities:

  • In-depth knowledge of cyber capabilities including applications; software concepts; functions; tactics; techniques; procedures; and mission systems
  • Knowledge of and skill in critical analysis, IT operating systems and architecture, the space domain, and cyber intelligence gathering techniques sufficient to consolidate relevant data on critical matters affecting the command and recommend solutions.
  • Skill in relating considerations or facets of the work to the overall project, such as in evaluating new capabilities and continually assessing mission gaps.
  • Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations.
  • Ability to stay well informed on rapidly changing technology in both cyberspace and the space domain to accurately characterize cyber events and evaluate possible impacts on organization missions.
  • Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing cyber watch duties.
  • Education Requirements: Minimum of High School Graduation or equivalent.
  • Certifications – Able to achieve cyber certification requirements IAW DoDM 8140.03 within 9 months.


Conditions of Employment:

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires initial and periodic drug testing
  • Travel away from the regular duty location may be required (less than 10 days/year).
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • Employee is in a designated position that may require consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
  • Employee is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes, namely: 111 – All Source Analyst, 332 - Cyber Ops Planner.
