The EESOH-MIS Hazmat Specialist performs services in support of Hazardous Material (HM) management and in compliance with the HM Transportation Act , Comprehensive Environmental Response Compensation and Liability Act (CERCLA), RCRA, Emergency Planning and Community Right-to-Know Act (EPCRA), Occupational Safety and Health Administration (OSHA); all other applicable federal, state, and local laws and regulations; related DoD and AF directives (including AFI 327086); and installation-level protocols, policies, and plans. HM management services shall include, but are not limited to, HM research, maintenance education and training of tracking databases such as EESOH-MIS in accordance with AFI 32-7086.

Responsibilities

  • Provide support and training on the EESOH-MIS, data management, metric reporting, training, and other CE responsibilities under AFI 32-7086.
  • Provide training in support of the Installation Hazardous Material Program (IHMP), such as EESOH-MIS user training, Shop Familiarization, and General HMMP Familiarization.
  • Provide technical support to the Installation Administrator for the EESOH-MIS
  • Conduct Hazardous Material product research, evaluation, and provide substitution recommendations.
  • Provide maintenance of HM control and/or tracking systems, database or web-based management tools (e.g., EESOH-MIS).
  • Develop compliance and Pollution Prevention (P2) education and training materials.
  • Identify and inventory Hazardous Material throughout the installation.
  • Provide support in the preparation of Toxic Release Inventory (TRI) reports and other reports required by EPCRA.
  • Provide support of operations and management of the HAZMART Pharmacy (HAZMART). AFI 32-7086 uses the term “HAZMART” to describe the location, organization, or function that performs the HAZMAT Tracking Activity requirement.
  • Support the Hazardous Materials Management Process (HMMP).
  • Provide technical support to ensure HM management and tracking occurs in EESOH-MIS as part of the HMMP.
  • Assist shops with submitting a Process Authorization request and act as an Environmental Reviewer for Process Authorizations submitted in EESOH-MIS.
  • Coordinate with MPM to establish loca Government purchase card procedures for HAZMAT purchases.
  • Ensure processes exist for tracking all HM in EESOH-MIS entering the installation.
  • assess organizational HAZMARTs to verify appropriate tracking of material.
  • Recommend local guidance for authorization and tracking of HM.
  • Monitor organization use of EESOH-MIS to ensure HM is properly tracked to include the use of shelf-life management and Disposition Request.
  • Generate reports and “mine” data as required by installation users.
  • Recommend local guidance for authorization and tracking of HM.
  • Assist in tracking users and ensuring all System Authorization Access Request (SAAR) forms are up-to-date, accurate, and properly approved.
  • Support Beale AFB in preparation of annual EPCRA Tier II (Section 312) reporting information and TRI (Section 313) Form R reports. Collect, evaluate and use the required data to prepare the TRI Form R reports and to submit the Tier II information into the California Environmental Reporting System, as required by state regulations.
  • Other duties as assigned.

Qualifications

  • High school diploma or a GED.
  • Minimum four (4) years of experience in hazardous materials management and tracking material receipt, storage, and issue.
  • Minimum one (1) year of experience in AF-EMIS, EESOH-MIS, or equivalent database administration experience.
  • Possess a valid Drivers License.

Knowledge, Skills and Abilities

  • A solid understanding of Safety Data Sheets and Hazardous Material identification and management preferred.
  • Possess prior military experience.
  • Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
  • Ability to demonstrate knowledge of EESOH-MIS and/or relational databases.
  • Knowledge of EPCRA report data collection, evaluation and processing Preferred.
  • Possess solid knowledge of Microsoft software products is required to include Outlook, Excel and Access.
  • Possess specific awareness of data quality related to databases and report generation.
  • EESOH-MIS specific training preferred.
  • Ability to pass background check and have, or be able to obtain, NACI.

Estimated Salary/Wage

Up to USD $23.61/Hr.
