Description of Position: To serve as a first level supervisor/branch chief, and senior program analyst providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to U.S. Space Command J81. Responsible for leading the development, analysis, integration and advocacy of research and development (R&D) and science and technology (S&T) programs/organizations, and potential space capabilities, expanding across eight different mission areas (to include space propulsion, sustained space maneuver / operations, electronic warfare, directed energy, cyber, artificial intelligence / machine learning, multi-domain effects, and xGEO). This position requires stakeholder management and external coordination efforts with senior leaders at all levels in the Department of Defense (DOD), Joint Staff, Services, Agencies, National Laboratories and other Combatant Commands (CCMDs) while supporting USSPACECOM requirements development and advocacy.


Position Duties/Responsibilities:

  • Must be able to lead a branch of 10-15 civilian, military and contractor individuals effectively, on time, toward goals of the CCMD senior leaders in accordance with priorities given.
  • Applying space experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) to develop USSPACECOM solutions and advocacy for external organizations (specifically in the S&T arena), and space operations. This is to include but are not limited reviewing space capabilities from government and industry and help develop and provide recommendations to leadership highlighting must-needed technology to fill technology gaps and provide more capabilities to the warfighter. These space capabilities and programs relate to the eight different mission areas identified above. This position also includes working with multiple congressionally approved funding avenues in order to accelerate space technology from concept to prototype. Further responsibility is to develop and recommend modifications to space technology and programs around doctrine, tactics, and concepts of operations that track Service, OSD, and joint planning documents, as well as to promote the exchange of information on requirements, capabilities, and technology applications in the area of specialization with other government Science and Technology agencies and other combatant commands.
  • Ensures the CDRUSSPACECOM and other senior leadership are provided with resident technical and programmatic expertise relating to the eight different mission areas. Responsible for the planning, development, analysis, integration, advocacy and programming decisions/recommendations in appropriate formats to meet USSPACECOM requirements and garner must-needed S&T capabilities. Identifies non-standard or emerging operational requirements in the scienced and technology arena, assesses impact on assigned space programs, and develops recommendations for leadership on program advancement. Coordinates with appropriate government and combatant command offices to ensure that all major areas of concern are identified and presented appropriately.
  • Actively leads and participates in strategic planning to improve organizational direction, obtain organizational objectives, and focus using strategic planning tools and techniques within the command and throughout the S&T government and industry organizations. Responsible for the development and advocacy of the CMD’s Science and Technology Priority List (STPL). Prepares detailed plans, budgets, and schedules for assigned major space science and technology programs and/or participates with command leadership in fiscal planning. Responsible for integrating requirements into the annual fiscal programs [e.g., Program Objective Memorandum (POM), Rapid Defense Experimentation Reserve (RDER), Coalition Warfare Program (CWP) to name a few]. Directs research efforts, determines/recommends appropriate courses of actions on pertinent issues that impact the organization, command, or collaborating agencies, and USSPACECOM components. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Establishes, develops, and maintains effective working relationships with U.S. Space Command J8 Divisions as well as other directorates, components, CCMDs, services, the Intelligence Community, DoD entities, and industry.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned space program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. in support of the branch, division and directorate level for leadership.


Key Skills & Abilities:

  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations across eight different mission areas (to include space propulsion, sustained space maneuver / operations, electronic warfare, directed energy, cyber, artificial intelligence / machine learning, multi-domain effects, and xGEO), and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, training systems, foreign military sales, Planning, Programming, & Budgeting System (PPBE), congressionally allocated appropriated science and technology funding, acquisition, special operations, or similar operations.
  • Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
  • Exercises knowledge of the application of military space operations as applicable to CCMD objectives, programs and weapons systems.
  • Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
  • Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
  • Knowledge and experience in Joint and/or Space operations is highly desirable.


Qualification Requirements:

  • At least 1 year of experience at the next lower broadband/grade level (or equivalent) in performing Supervisory Program Analyst duties. 5 years of experience desired.
  • Bachelor’s degree is desired
