About the Position
The Lane County Administration - Policy Division seeks a skilled grant acquisition and policy analyst to join the Grant Strategy Management team. This position is supervised by the Grant Strategy Program Manager. The position will support countywide efforts to enhance acquisition of strategic grant revenue resources. Job duties include thought leadership on how to configure projects to match high return grant opportunities, grant seeking, grant writing, convening stakeholders for collaborative and competitive grant applications, and implementing grant-funded projects. Position not only organizes information into a cohesive grant package but facilitates conversations for innovative and competitive grant application outputs. This position will focus on leveraging federal, state, philanthropic, and private funding opportunities including but not limited to Community Development Block Grant (CDBG), Infrastructure Investment and Jobs Act, Inflation Reduction Act, and State of Oregon grant programs. The Management Analyst will provide strategic coordination and development of grant applications, compliance, and technical assistance for the implementation of grant programs.
The ideal candidate will have a thorough understanding of successful grant writing techniques, grant research methods, philanthropic/funder-relationship building, grant management principles, compliance with federal and state requirements including 2 CFR Part 200 Uniform Grant Guidance and those specific to federal agencies such as the Federal Emergency Management Administration (FEMA), program administration and financial reporting. Candidates must have exemplary writing, interpersonal, organization, and project management skills.
About the Division
The Policy Division of County Administration advances high-priority quality of life issues for the residents of Lane County in support of County Administration, the departments of Lane County government, and partners in the public, private, and not-for-profit sectors. The Division includes Housing, Climate Change, Community Resilience and Recovery, Community & Economic Development, American Rescue Plan Act Management, and Intergovernmental Relations. The American Rescue Plan Program Manager is a central member of this team and of the larger Lane County leadership team.
Schedule: Monday – Friday; 8:00am – 5:00pm.
40 hours a week with some flexibility in the schedule during Monday through Friday work week; hybrid telecommute options may be approved by supervisor, with typical average of 75% in the office.

Training:
Bachelor's degree in public or business administration, public affairs, or a related field.
Experience:
Two years of professional experience in public or business administration, public affairs, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
