SUPERVISES: Assigned Personnel

NATURE AND SCOPE OF JOB

The Director of Personnel is responsible for the administration and coordination of classified and certificated functions of Human Resources. Under direction of the Superintendent, the Director of Personnel plans, organizes, and directs a comprehensive human resources program, including recruitment, selection, classification, wage and salary administration, and employee relations.  The Director of Personnel serves  as the confidential principal advisor to the Superintendent regarding employee and labor relations matters.

QUALIFICATIONS:

The Director of Personnel shall: 

  1. Possess a Master's Degree or equivalent; have at least 5 years of experience in administration/supervision within a public school district. 
  2. Have knowledge of Principles, practices, and trends of public personnel administration, in such areas as evaluation of certificated and classified employees, recruitment, examination, classification, and wage and salary administration; related provisions of laws including the New Jersey Education Code; concepts of occupations found in school districts; effective counseling techniques and human relations. Federal, State, local statutes and Education Code provisions; all policies and laws which impact employer/employee relations; familiarity with numerous regulatory agency guidelines, content of collective bargaining agreements and approaches to collaboration and contract law. 
  3. Demonstrate an ability to work effectively in the areas of personnel management, school administration and supervision of programs and staff.
  4. Possess strong leadership and communication skills and ability to, in conjunction with the superintendent and the business administrator, plan, organize, and direct the classified and certificated personnel program; interpret and apply rules and regulations under laws including the Education Code and certificated and classified collective bargaining contracts; assemble and analyze data and make appropriate recommendations to school officials, and the board.  The director will work collaboratively with other departments, agencies, and work sites; train subordinates; relate to and communicate with all members of the workforce.  Participate as a representative of the charter school during employer/ employee contract negotiations; interpret and apply rules and regulations under Federal, State, and local statutes, Education Code, board policy, and collective bargaining agreements; improve and implement policies and procedures; work collaboratively with operating units, administrators, and public officials, vendors, consultants, and the general public. 
  5. Have knowledge of human resources processes and systems used - AESOP, Genesis, Systems 3000, preferred.
  6. Possess advanced organizational and time management skills with the ability to prioritize work assignments. 
  7. Demonstrate the ability to use current district technological platforms, Google Education Suite, data management platforms, visual and audio presentations, and telecommunications.
  8. Demonstrate the ability to use electronic equipment for word processing, data management, information retrieval, visual and audio presentations, and telecommunications. 
  9. Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary. 
  10. Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
  11. Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education, or, during the initial six month period provide a sworn statement that there have not been any convictions of a crime or a disorderly persons offense in accordance with 18A:6-7.1.
  12. Provide information that includes current/former employers within the last twenty (20) years in which the employment involved direct contact with children ; a written authorization that consents to current and former employers disclosing certain information; and a written statement as to whether the applicant has any employment history regarding child abuse and/or sexual misconduct in accordance with N.J.S.A.18A:6-7.6.
  13. Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
  14. Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.
  15. Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

EMPLOYMENT TERMS:

The Director of Personnel shall be employed under the following terms:

  1. Work year of twelve months.
  2. Salary or hourly wage, benefits, and leave time as specified in the Employment Conditions and Benefits for Non-Bargaining Unit Employees.
  3. Conditions established by all laws and codes of the State and all policies, rules, and regulations established by the Board of Education (N.J.S.A. 18A:27-4 et seq.).


JOB FUNCTIONS AND RESPONSIBILITIES:

The Director of Personnel shall:

  1. Plan, direct, and manage the human resources functions for district employees.
  2. Manage and coordinate  programs for attracting, selecting, and developing personnel appropriate to specific programs, roles and job needs.
  3. Administer procedures and policies relative to employees of the District in conformity with the requirements of appropriate Federal and State laws including the New Jersey Education Code, and local Board Policy.
  4. Manage assignments, transfers, reassignments, promotions, demotions, and dismissal of personnel.
  5. Manage and maintain a district and school-wide staffing profile, including performance evaluation tools.
  6. Manage the district’s recruitment and selection efforts.
  7. Manage, maintain, and monitor staff attendance and absences coordinating substitute staff as necessary.
  8. Maintain staff benefit listings and manuals for dissemination to staff members, including health benefits, income replacement insurance and Board sponsored 403 (b) plans; serving as the administrator for new enrollments, changes, and terminations and coordination with Payroll. 
  9. Maintain and process all staff FMLA/NJFLA and other leaves of absence including notification, staffing changes, payroll, and benefits coordination.
  10. Assists with development of the annual budgets for human resources and Employee-Employer Relations and monitors expenditures.
  11. Develops personnel policy proposals and recommendations.
  12. Serves as a human resources link to Business Services (data processing, payroll, worker's compensation).
  13. Coordinates personnel evaluation systems and training.
  14. Assists with collective bargaining for all bargaining units.
  15. Coordinates retirement incentive/option program; consults with employees on retirement related issues.
  16. Conducts analyses for district and state reports.  Filing reports in a timely manner.
  17. Represents or as appropriate assists in representing the district compliance agency hearings including but not limited to judicial proceedings and PERC, EEOC, and Workers’ Compensation Appeals Board.
  18. Monitors district human resource-related litigation.
  19. Supports Superintendent in monitoring/evaluating district goals and objectives, attends board meetings and prepares reports for presentation to the Board, evaluate the performance of administrative personnel in accordance with law, code and board policy.
  20. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines. 
  21. Perform any duties that are within the scope of employment and certifications, as assigned by the Superintendent or assigned supervisor, and not otherwise prohibited by law or regulation.
  22. Adhere to New Jersey school law, State Board of Education rules and regulations, Board of Education policies and regulations, school regulations and procedures.
