Description of Position: Provides expert knowledge, support, oversight, guidance, and advice on the intersection of Space Operations and the Joint Training Exercise Evaluation Program as the Senior Technical Advisor to the Joint Exercises & Lessons Learned Division Chief (J77). Acts as the de facto “Director of Operations” for the division and provides direct support / augmentation to the Technical Director for the Joint Forces Development and Training Director.


Position Duties/Responsibilities:

  • In support of the Division Chief, responsible for the direction of operations within the division.
  • Sets priorities and develops Command vision for all Joint Exercise development and support from USSPACECOM.
  • Supports the development of the annual Joint Training Exercise Evaluation Program (JTEEP) Program Objective Memorandum (POM).
  • Projects and tracks division funding for JTEEP.
  • Interfaces with external CCMDs, Allies, and Partners to build a combined exercise support plan that meets the Commander’s intent and readiness requirements.


Key Skills & Abilities:

  • knowledge of DOD, Service, Joint Staff, and Command standards and policies for Joint Training Systems and in-depth knowledge of DOD, Service, Agency, and Command interrelationships.
  • knowledge of Space integration into multi-domain operations/joint environment to include comprehensive knowledge of Space Force Enhancement activities.
  • knowledge of Program Objective Memorandum (POM) processes, as they intersect with the Joint Training Exercise Evaluation Program (JTEEP).
  • in effective communication, both orally and in writing; ability to negotiate complex issues at the highest levels of DoD, and maintain good working relationships with Joint Staff, Combatant Commands, and interagency subject matter experts to represent and serve as spokesperson for USSPACECOM with senior level officials, General Officer/Flag Officers, Senior Executives, and contract personnel.
  • to prepare, conduct, and lead panels, working groups, discussions, or committees as the representative for the USSC Commander, J7 Director, and J77 Division Chief with other Government agencies, OSD, and Joint Staff sufficient to represent, negotiate, and defend command positions.
  • ability to plan, organize, and develop exercise and training studies or projects, and to negotiate effectively with management and counterparts to recommend and implement recommendations where the proposals involve substantial resources, and require extensive changes in assigned programs.
  • to interpret/analyze plans to integrate mission objectives into exercise requirements.
  • to evaluate and adjust work operations to meet objectives with available resources and budget constraints.


Qualification Requirements:

At least one year of experience at the next lower broadband/grade level (or equivalent) performing joint exercise specialist support duties.


Conditions of Employment:

  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a TS/SCI Security Clearance.
  • Position requires drug testing.
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
