This position requires access to confidential supervisory information and/or Federal Open Market Committee information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, and U.S. permanent residents who either are not yet eligible to apply for naturalization or who have applied for naturalization within the requisite timeframe. Supports the Federal Reserve's mission of financial system stability. Conducts examinations of complex or problematic community and regional financial institutions, as well as large and complex financial institutions and problem community banking organizations (CBO) and regional banking organizations (RBO). Identifies risks through on- and off-site supervisory activities that ensure financial institutions are operating in a safe and sound manner and in compliance with banking laws and regulations. Provides coaching and mentoring to lesser- experienced examiners and contributes to and/or leads strategic initiatives.

Essential Accountabilities

Develop and execute a comprehensive and timely CBO business line quality control program to ensure supervisory activities and work products are of the highest quality, align with supervisory guidance, and meet standards established by the Board of Governors, Federal Reserve System (FRS) CBO Management Group, and FRB Cleveland. Serve as back up for the RBO Quality Control (QC) function, ensuring adherence to local and system standards and supervisory guidance.

Conduct quality control reviews on examination/inspection workpapers and other operational activities (such as issues management) and ensure timely feedback to stakeholders and follow-up testing of corrective actions. If QC reviews are assigned to another examiner, provide effective oversight and guidance to assigned examiner.

Develop and/or maintain business line leadership quality control reporting. As appropriate, provide recommendations and/or develop and implement solutions to strengthen the business line’s adherence to quality control standards.

Where appropriate, works effectively with representatives from other regulatory agencies.

Review, communicate, and contribute to strategy for implementing AD & SR letters applicable to the CBO/RBO lines of business. Ensure business line procedures, templates, etc. are current and align with BOG, System and local guidance. Partner with the SCS and FRS Quality Control / Coordinator peers to foster consistency, effectiveness, and continuous improvement in business line quality control processes and approaches. 

Serve as the business line point of contact for Board Oversight Reviews, Quality Assurance Reviews, and Internal Audits. Ensure efficient coordination of reviews with business line management, inclusive of tracking of all findings and coordination of Reserve Bank responses. Implement corrective actions and provide training to business line staff when needed. Also, serve as point of contact for business line records destruction.

Participate and/or lead district and Federal Reserve System committees, workgroups or projects. Excellent written and verbal communication skills; strong ability to convey complex messages in a clear and concise manner to Reserve Bank management, Federal Reserve System management, and bank senior management and/ or boards of directors.

Provides coaching and mentoring and performance feedback to examiners.

Support business line outreach and external stakeholder communications. Serve as the business line’s OASIS change champion.

Organize business line meetings and oversee the development of meeting agendas. Manage business line SharePoint and Teams sites. Collaborate with business line leadership to implement operational changes.

Periodically, serve as Examiner-In-Charge of complex or problematic community and regional financial institutions with no oversight. May be required to lead examinations in specialty risk areas such as information technology, capital planning and stress testing, and BSA/AML.

Strong to advanced ability to monitor and understand risks or trends at the institution specific level, portfolio level (across a group of firms) and of the broader financial system and financial markets.

Assess risks, internal controls, and compliance with laws and regulations. Completes assignments in alignment with departmental and System standards with no oversight.

Education and Experience

Bachelor's Degree in Accounting, Finance, Mathematics, Economics, or related field.

Examiner I: 5+ years of related work experience required

Examiner II: 7+ years of related work experience required

Senior Examiner: 10+ years of related work experience required

Commissioned Examiner of the FRS required

Physical Demands and General Working Conditions

Traditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees will be required to travel by car/air.
