Healthcare Liaison Officer Program Coordinator

As the Healthcare Liaison Officer Program Coordinator, you will be responsible for coordinating the sharing of health-related information and acting as the primary point of contact for all crimes, threats, risks, and terrorism-related intelligence that affects the health care aspect of the fusion center's operational area. They will also act as a liaison between local, state, and federal health care agencies, private medical groups, public health/medical components, EMS providers, the California State Threat Assessment System (STAS), and the Orange County Health Care Agency (OCHCA) to ensure the local Operational Area (OA) is prepared to identify, report, and respond to criminal and terrorist incidents. Additionally, this individual will work closely with the OCSD Private Sector Coordinator assigned to the Fusion Center.

 

Key Responsibilities:

  1. Central Point of Contact: Serve as the central point of contact for all crimes, threats, risks, hazards, and terrorism-related intelligence impacting the health care community within the Fusion Center Area of Responsibility (AoR).
  2. Information Dissemination: Coordinate with Fusion Center management, supervisors, and private sector coordinators to identify and share relevant information among federal, state, tribal, and local stakeholders.
  3. Liaison Role: Act as a liaison with local, state, and federal health care agencies, private medical groups, public health components, EMS providers, the California State Threat Assessment System (STAS), and the Orange County Health Care Agency (OCHCA) to ensure preparedness for recognizing, reporting, and responding to terrorist and criminal incidents.
  4. Stakeholder Training: Work with the outreach unit to provide training and educational opportunities to Orange County health stakeholders to maintain situational awareness.
  5. Medical Intelligence Analysis: Collect, evaluate, analyze, and disseminate medical intelligence indicating terrorist trends and emerging threats to public health and medical communities.
  6. Healthcare Liaison Network: Develop a network of Healthcare Liaison Officers (HLOs) within the Fusion Center AoR, including various health care agencies and providers.
  7. Meetings and Briefings: Conduct regular meetings and briefings with Orange County health stakeholders to maintain situational awareness and foster working relationships with HLOs.
  8. First Responder Liaison: Respond to locations as directed by Fusion Center management, serving as a liaison between the Fusion Center and first responders.
  9. Intelligence Publication: Provide intelligence and information to all program stakeholders through regularly distributed publications.
  10. Seminars and Training: Attend relevant seminars, conferences, training events, and exercises. Assist in planning, developing, and executing exercises to maintain knowledge and competencies

Additional Responsibilities

  1. Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
  2. This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
  3. Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Minimum Qualifications:

  1. Health Disaster Planning Expertise: Current technical and professional knowledge of health disaster planning, emergency preparedness response and evaluation, hospital/health care center operations, and Orange County's health infrastructure.
  2. Policy and Regulation Knowledge: Current knowledge of federal, state, and local policies, regulations, and issues that pertain to the technical and service aspects of the assignment.
  3. Collaborative Skills: Experience in developing and sustaining stakeholder-based collaborative efforts.
  4. Fusion Center Role Understanding: Clear understanding of the unique role of the Fusion Center and the expectations for the Healthcare Liaison Officer Program Coordinator to integrate the program into the Fusion Center.
  5. Terrorism Liaison Officer Course: Ability to complete a fusion center-offered Terrorism Liaison Officer course.
  6. Research and Analysis Skills: Ability to conduct complex professional/technical research and analysis for assigned projects and coordinate such activities with other professional and technical staff.

Required Qualifications:

  1. Security clearance eligibility: Must have a U.S. Government SECRET clearance prior to start date, and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  2. Background check requirement: Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  3. Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).

Education & Experience:

  • Candidates applying for this position should have at least three years of experience in the healthcare sector or a related field. While not required, those with a Master's degree in public health or a relevant discipline will be given preference. We will also consider significant work experience in lieu of a degree.

Work Environment:

  • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed.Some after-hours availability and willingness to respond to the fusion center during an emergency are expected
