Situational Awareness Planning Officer/Incident Support Branch

Overview:

Aveshka is currently seeking a seasoned Situational Awareness Planning Officer to serve as part of a team supporting the Incident Support Branch of the Emergency Support Section under the Special Operations Division within the Directorate of Field Operations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Support is required during both steady-state and activation operations and may require deployment to activation sites. Steady-state operations focus on providing specific operational pre-planning and liaison support to FEMA Regionals, State ESFs and local officials through the 10 FEMA Regions and the assigned RLECs (Government FTE) and Contractor Field Coordinators (FC). In addition to the field personnel, two (2) Operations Branch supervisors (Government FTEs) are assigned to HQ and supervise the RLECs and work with the CPM to task Contractor FCs. During activations, these personnel devolve into other ESF #13 functions in accordance with the incident ICS structure. Activations are dynamic situations and all contractor personnel within ESS may be expected to staff both ESF #13 and ISB missions to provide mission success, especially during busy periods. The success of the ESS mission has resulted in repeated situations where multiple missions occur simultaneously and an “all hands” effort is required to provide proper support. 

Key Responsibilities:

Steady StateOversee ESS planning and preparedness activities conducted within all FEMA regions and/or advanced planning efforts for ISB depending on assignment Attend and support various national and regional planning activities of and present familiarization and technical briefs on ESS programs when assigned. Assisting planning efforts by ESS field personnel to pre-identify the number and type of ESS resources that may be required to support federal, state, territorial, tribal, and local needs in response to various all hazard disasters and/or special events; Engage in exercise planning, preparation, and recommendations related to ESS level of participation in national and regional exercises.  Activations Make recommendations concerning all situational awareness activities to the Management Support Team or ICP staff, as appropriate, including but not limited to, preparation of situation reports, obtaining information on the operational area to include location of other federal and state responders, law enforcement issues, weather, and road networks, and status and location of state emergency operation centers and command posts. Operate all situational awareness tools and prepare and disseminate all situation reports (SITREPs), Watch Reports, Leadership Briefs, the ArcGIS, Power BI, and other mapping and dashboard products during activations. Collect, analyze, evaluate, interpret, and disseminate information from intelligence, law enforcement, and public source data systems to identify and analyze conditions, trends, the environment, and activities that directly or indirectly affect the relevant area of operations.

Required Education:

Bachelor's degree in a related discipline.

Required Qualifications:

Ability to obtain a Top-Secret clearance.  U.S. Citizenship.  At least three (3) years of leadership experience assigned in a unit responsible for crisis management/emergency management, response, and/or training.  Experience serving in a position as an intelligence research specialist in a law enforcement or military agency and demonstrated knowledge in law enforcement intelligence gathering techniques and operations.  Experience in the planning and development of crisis management/emergency management plans, to include agency-specific and interagency all hazard plans.  Experience in the planning, development, and execution of national level law enforcement and/or emergency management exercises.  Extensive experience in conducting crisis/emergency management training for law enforcement and emergency services personnel from other federal, state, and local agencies and departments. When citing these exercises, must explain the exact role in the exercise and the scope of work performed in support of the exercise.  Experience responding to "real world" critical threats/incidents within the law enforcement/emergency management community. Although credit will be given for all responses, responses of a more complex, longer duration will receive greater credit during the assessment process.  Proven ability to conduct interagency liaison at the federal and state levels. Be fluent in the use of Microsoft Office Suite tools and able to learn, comprehend, and utilize other law enforcement/emergency management databases as required.  Possess an aptitude and willingness to work with information technology used to support emergency disaster operations including notification systems, personnel and deployment tracking software, and other dashboards and mapping technologies that may be used by ESS.  Have well developed oral and written communications skills in order to prepare and defend policy recommendations, make presentations to management and professional groups, and to coordinate and liaise with representatives from other agencies.  Be able to manage time effectively, follow directions, accept constructive criticism, exhibit initiative, and be creative in the accomplishment of any assigned tasks.  All contract personnel must live within regular commuting distance of their approved worksite. ESS is not authorized to pay travel and per diem for personnel to report to their worksite.  For positions which have a specified worksite in this scope of work, the worksite may be amended for business needs by the CO or COR after consultation with the Contract Project Manager. Possess ability and willingness to deploy in support of ESS activations at or near disaster sites, they must be able to perform extended temporary duty which may include holidays and weekends, as well as extended working hours in difficult conditions. These deployments can occur at any time of the year, but there is a heightened level of activity and during the Atlantic Hurricane Season from Jun 1 through November 30 each year.  If directed, must be able to deploy in support of ESS activations or other ESS mission requirements within 12 hours of notification.  Maintain a valid driver’s license and be capable of operating a government automobile, SUV, or light truck as necessary unless otherwise specified for a specific labor category.

Desired Qualifications:

Active Top Secret clearance. Experience with ESF #13. Excellent verbal and written communications skills, with an ability to express and document complex technical concepts in business terms. Person must be able to communicate effectively verbally and in writing with technical staff, non-technical staff, end-users for requirements gathering, testing, training, and outcome validation. Good English-language skills, both verbal and written. Excellent team-oriented interpersonal and communication skills and ability to work effectively in a cross-functional project team environment. Understanding of concepts of project planning and project management techniques to assist in small projects and/or group initiatives.
