The positions are located in the Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Human and Animal Food Operations (OHAFO), Office of Human and Animal Food Operations-West (OHAFOW). The incumbent serves as a produce specialist, responsible for planning, conducting and directing highly technical, complex, and multi-faceted inspections and in-depth investigations related to growing, harvesting, packing, and holding of fresh produce for human consumption.
Duties- Mentor of lower graded personnel to ensure that they receive the correct mix of formal and on-the-job training.
- Conducts inspections and investigations (domestic and/international) of facilities.
- Prepares final Establishment Inspection Report (EIR), investigations memoranda, and proposed or final endorsements for inspections, investigations, and filer audits conducted.
- Initiates contact with industry officials to obtain basic incomplete or missing information on regulatory and scientific documents.
- Conducts on the-job training for Consumer Safety Officers and other training for investigators, supervisors, compliance officers, office or Produce Safety Network regional personnel, state/local/tribal officials.
- Designated as the lead agency representative of multi-agency/multi-organization investigations.
- Plans, conducts, and directs highly technical, complex, and multi-faceted inspections.
- Prepares memoranda, briefings, and other background material concerning substantive issues, findings, conclusions, and proposed solutions regarding work planning.
- Meets with industry representatives to exchange information and to provide advice and guidance.

Basic Requirements
Applicants must meet one of the requirements.
A. Bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.
The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming;
OR
B. Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.
AND
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes: professional experience applying produce safety program principles, practices and theories to recognize discrepancies or inconsistencies in agricultural science and produce production reported information; providing written analyses of data and in-depth fault analysis evaluations and product failures; serving as a team leader or coordinator evaluating and presenting plans, designs, reports, correspondence concerning projects and product issues.
GS-13: You must have 1 year of specialized experience equivalent to at least the GS-12, in the Federal service, which includes: conducting investigations related to the growing, harvesting, packing, and holding of fresh produce for human consumption; professional experience applying produce safety program principles, practices and theories to recognize discrepancies or inconsistencies in agricultural science and produce production reported information; providing written analyses of data and in-depth fault analysis evaluations and product failures; serving as a team leader or coordinator evaluating and presenting plans, designs, reports, correspondence concerning projects and product issues.
