Description:

Our client is seeking a Computer Systems Engineer/ Architect with experience with application architecture logical and entity framework-based design experience.

Employee shall provide a thorough assessment of an application’s composition and source code, as required to determine the proper modernization and migration methods necessary to host the application in cARMY (or an approved CSP environment) and capitalize on cloud services, while continuing to meet functional and performance requirements. The contractor may use COTS or GOTS products to provide the most advantageous assessment. The contractor shall ensure that all proposed and utilized tools comply with DoD and Risk Management Framework (RMF) standards and are authorized for use within environments of the appropriate classification. The contractor shall propose modernizing the application by applying cloud native design principles and shall prioritize the use of SaaS and Platform as a Service (PaaS) over Infrastructure as a Service (IaaS)

The employee shall modernize each application, as directed by the Government. The contractor shall prioritize the use of SaaS (e.g., low code no code) and PaaS over IaaS, while meeting all requirements provided by the application owner. The contractor shall ensure that the modernization fully complies with or exceeds the security requirements for the appropriate IL per the DoD Cloud Computing Security Requirements Guide (SRG) Version 1 Revision 4 (V1R4)4. In particular, the contractor shall provide security incident response plans, and shall update the plans on an annual basis, or when a significant change occurs to the technical or operational environment. The contractor shall ensure that the application modernization and migration comply with Agile/Development, Security and Operations (DevSecOps) methodologies. The contractor shall maximize the use of the Army’s CReATE5 tools and services, which are accessible via commercial networks and the DoD Information Network with Common Access Card (CAC) authentication.

Using Agile/DevSecOps principles, the contractor shall provide application operations and continual enhancement activities, such as:

• Patching applications, platforms, and operating systems, as appropriate

• Fixing production defects

• Fixing cybersecurity vulnerabilities, to include implementing changes required to maintain compliance with STIGs and DoD/Army policy

• Providing Application Tier 2/3 Help Desk/Service Desk Support [NOTE: Help Desk/Service Desk support shall be provided 24/7, unless otherwise specified in the TI.]

Ensuring cybersecurity activities, as defined in DoD Instruction (DoDI) .01, Cybersecurity Activities Support to DoD Information Network Operations, are effectively enabled in conjunction with the CSSP.

The contractor shall provide training on how to operate the migrated application in the cloud. The contractor shall use online training to the maximum extent possible. The contractor shall provide all training material to the Government in original and editable formats. The training should include Standard Operating Procedures (SOPs), automation scripts and processes, security and performance documentation, a list of current deficiencies, incident ticket data, etc. ServiceNow is the ECMA enterprise workflow optimization platform and customer interface. ServiceNow is the preferred platform for relevant training materials.

Skills & Qualifications:

Application architecture logical and entity framework-based design experience

5+ Experience with Application Architecture, Application design, Application refactoring, microservices and web service

5+ Experience with architecting and designing applications

3-5 years’ experience in designing cloud solution in cloud, preferable AWS

Experience in one more is a Plus:

Experience in AWS PaaS Services for e.g., like integrating Database, VMs, Low code/No code solutions.

Experience in technical domains such as serverless and Low Code/No Code Analytics applications.

AWS/Azure DevSecOps Services: AWS and or Azure Pipeline based CI/CD software releases and code branch workflow

Experience with Visio
