Vision and Mission

Catholic Community Services and Catholic Housing Services work in partnership to provide permanent supportive housing to individuals and families who have experienced homelessness in King County. We believe that everyone deserves a safe, decent, affordable place to call home. People experiencing homelessness come to us with complex histories; it takes a highly collaborative, creative team to help end the cycle of homelessness permanently. Grounded in this philosophy, the CCS Program Director provides leadership and vision to a multi-disciplinary cross-agency team that works together to creatively support each individual or family in our housing.

Our senior men’s housing programs offer permanent supportive housing programs to formerly homeless men, age 55 and older, in single-room occupancy unit at two program sites in Seattle. Both programs offer on-site case management services, 24/7 staffing, and a no-cost meal program. As Housing First/Harm Reduction programs, residents are not required to be clean and sober; some residents live with untreated mental health issues, substance use/abuse, and histories of trauma.

St. Martin’s on Westlake (aka Westlake Apartments) offers 53 units of permanent supportive housing in downtown Seattle.

Frederic Ozanam House offers 56 units of permanent supportive housing in the First Hill neighborhood of Seattle.


Position Description

The Program Director is responsible for providing daily leadership to the PSH team at Westlake and Ozanam, including: Program Managers, Property Managers, 24-hour resident services staff, case managers, practicum students, and staff from other agencies that provide healthcare and behavioral health services to residents in our buildings. The Program Director is part of the PSH Leadership Team that meets regularly to discuss best practices and service delivery.

This position also has fiscal oversite of the service and operation budgets and contracts. The Program Director coordinates all third party service providers with the goal of ensuring residents receive the level of services their needs require.

Responsibilities

Supervision and Leadership

Recruit, hire, train and supervise services and operations staff. Respond to staff issues that affect residents. Oversee services provided by other agencies. Work collaboratively with the Program Managers and Property Managers at each site to ensure smooth functioning of daily activities. Ensure integration of property management and case management services, providing leadership and vision for the entire team. Develop and implement program policies and procedures with input from staff and residents. Promote on-going training and support around best practices in Housing First, Harm Reduction, Grief and Loss, Trauma Informed Care, Secondary Trauma, and other relevant topics. Ensure attendance at all mandatory trainings for employees. Facilitate a regular staff meetings. Participate in responding to after-hours calls. Develop and safe keep a workplace that values and supports cultural diversity. Facilitate monthly resident meetings.

Supportive Services and Resident Relations

Eviction Prevention: Some residents have numerous behavioral challenges due to chronical intoxication, mental health concerns, medical issues, and challenges adjusting to permanent housing after having been homeless. The Program Director works with the teams at Westlake and Ozanam to keep residents in housing. Eviction prevention strategies can include conversations with residents, care conferences, advocating for additional services for residents, and other therapeutic responses. Addressing Emergency Situations: The Program Director is often called on to coordinate emergency medical response for residents, provide leadership in de-escalating agitated residents, and address other emergent situations. Community: we value promoting community in our building, so residents truly have a place to call home. The Program Director provides leadership with staff and residents to ensure the Westlake and Ozanam are comfortable dwellings for all residents. Grief and Loss: Many residents at our senior programs are aging in place and may be near the end of their lives. The Program Director guides to teams at Westlake and Ozanam to ensure quality end of life care for each resident. This could include on-site hospice care, transfer to a nursing facility or hospital, or other types of care. The Program Director also provides leadership for staff and residents in dealing with grief and loss of valued members of the community. It may also include helping residents seek out and accept in-home care for activities of daily living.

Fiscal and Property Management

Develop service and operation budgets and monitor financial statements. Assure timely invoicing of funding sources, including government contracts. Ensure compliance with contracts and performance guidelines, including submitting grant applications and meeting reporting requirements. Regularly monitor Property Management Software and strategize with property management to ensure timely rent collection, compliance with resident recertifications, and efficient unit turnover processes. Work with services staff to ensure residents are following up with any issues. Maintain occupancy standards through unit turn oversite and housing referral management to ensure timely move ins. Coordinate the issuing of legal notices to residents and service outreach to address any issues that may put a resident’s housing in jeopardy.

Advocacy and Community Outreach

Represent the Westlake and Ozanam in the community and to other service providers and government entities. Maintain relationships with community groups in the neighborhood and greater Seattle.

Other:

Maintain regular, scheduled office hours. Respond to after-hour emergencies and share on-call responsibility with property manager. Represent the Westlake and Ozanam in service provider meetings or events. Advocate for residents on a continual basis to ensure consistent service from agencies and systems. Perform other duties as assigned.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

Qualifications

Minimum Qualifications

BA in social services or related field PLUS 2 years’ experience with progressive management and supervision; OR 5 years of progressive experience in a Management/Supervisory position. Knowledge of the challenges countered by people experiencing homelessness. Demonstrable skills in addressing mental health, domestic abuse, and substance use disorders, crisis intervention and trauma-informed care. Ability to communicate effectively, both orally and in writing. Proficiency in word processing and spreadsheet applications; ability to learn property management software. Ability to work within the mission, goals and objectives of Catholic Community Services (CCS). Support and uphold the mission, beliefs and values of CCS. Demonstrate the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.

Preferred Qualifications

Four years of experience working in social services or low-income housing setting (a BA in Human or Social Services plus two years of work experience may substitute for the work requirement) Two years of experience working in a Housing First/Harm Reduction service delivery model, in either housing or shelter. Previous Case Management/Care Coordination oversight. Experience managing a 50+ unit building.
