Job Overview

The Facilities Operations Senior Project Manager is a technical and logistical project manager working in support of the Division of Facilities Operations and is responsible for the execution of contracted Capital Asset Preservation Program (CAPP) and Critical System Replacement (CSR) major maintenance projects. Daily operations include the management of project requirements from a performance and compliance perspective.

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed. This is not a comprehensive listing of all responsibilities or tasks; work may differ and other work may be assigned when deemed appropriate.

Assists Supervisor with the hiring, training and management of Project Managers; provides input for annual performance evaluations; and plans and manages daily work. Supervises and oversees the planning and completion of maintenance and repair projects with specific responsibilities for budget, schedule, quality control, safety, and production. Day-to-day administration of term contracts for a variety preventive maintenance and repair services in liaison with the Procurement Division. Provides input to Supervisor for six-year Capital Asset Preservation Program (CAPP) Budget and annual Operating Budget; monitors expenditures, change requests, and payments in cooperation with the Facilities Financial Management Team. Ensures that the data contained within the capital asset inventory database (Capital Forecast Direct) is complete, accurate and current. Assists in the preparation of various procurement related documents, such as Invitations for Bid, Requests for Proposal, Requests for Quotes, etc., in order to purchase a variety of goods, services and/or construction. Serves as Essential Personnel and may lead Facilities Operations Division response to facility emergencies or other incidents impacting school operations.

Qualifications

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.

Education

Associate degree in Business, Construction, Facilities Management, or related industry

Experience

Ten (10) years of experience in Facilities Management, including five (5) years of project management experience, and five or more years of supervisory experience.

Licenses and Certifications

Knowledge, Skills and Abilities

Demonstrated knowledge of facility maintenance, repair, and construction principles and practices applicable to school facilities. Thorough understanding of technology, project management tools, and maintenance and construction practices to ensure that standards are met and to discuss job status and resolve problems. Organizational and analytical skills, including the ability to provide quality control. Detail oriented to accurately edit and proofread contracts, plans, specifications and other documents and correspondence. Intermediate level experience using Microsoft Office Applications such as Outlook, Word, Excel and PowerPoint, and experience using either asset management, construction project management and/or maintenance management software. Good human relations and communications skills. Must possess valid state vehicle operator’s license.

Essential Personnel

Employees who perform the responsibilities of this position for the Department of Support Services are considered essential personnel. Essential personnel are designated employees who must report for work during a delay or emergency situations. A workplace emergency is an unforeseen situation that threatens the staff, pupils, or the public; disrupts or shuts down business operations; or causes physical or environmental damage. Emergencies may be natural or manmade. It is incumbent upon the supervisor to inform and confirm which essential personnel are required to work during emergency closings. Notification and confirmation of the expectation of essential personnel to report to work, or maintain as-needed status, will be executed with as much advanced notice as possible via in-person communication or email.
