The Challenge:
USAIDs Next Generation Global Health Supply Chain Suite of Programs (NextGen), as part of the Global Health Supply Chain (GHSC) program, ensures quality procurement and delivery of health commodities through robust global and local supply chains, while strengthening in-country supply chains. Within this global initiative, the Comprehensive and Marketplace Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ will strengthen local supply chain systems, increase the availability of quality-assured, essential health commodities, strengthen local pharmaceutical management capacity and create, engage, manage, and support a network of specialist providers. The supply chain and pharmaceutical management technical services will be conducted collaboratively and in close coordination with other mechanisms and stakeholders of the NextGen Suite of Programs.
Vignetic is seeking a Senior Director Supply Chain Strategist to develop planning, strategy and management of the multi-award USAID NextGen GHSC Comprehensive Technical Assistance and Marketplace IDIQ contract.
The Senior Director Supply Chain Strategist will lead efforts and manage the substantive life-cycle of Nextgen Supply Chain strategies, and ensure the necessary systems to manage a large number of programs, sub-contractors and grantees (i.e. including transaction and investment advisors, financial institutions, private companies, and other partners) are in place to support the NextGen GHSC system management and implementation, in accordance with Vignetics methodology and USAIDs policies and procedures.
Duties and Responsibilities:
- Manage the strategic development, business plans, and Voice of the Customer for Vignetics supply chain and cost applications.
- Lead a team of senior supply chain experts responsible for setting the technical standards and approaches for strengthening in-country national supply chains in several functional areas of the supply chain.
- Develop and disseminate strategic approaches for transforming and restructuring in-country supply chains, providing high-quality technical assistance to country programs, driving innovation and being a thought leader in-country supply chains networks.
- Supervise the NextGen GHSC In-Country Directors, and provide overall strategic, technical, management and compliance leadership and oversight for the portfolio.
- Guides country teams to develop, implement, and align technical strategies, and ensure availability of resources to achieve goals.
- Collaborate with the supply chain, systems strengthening, and global collaboration teams, ensuring that adequate support is provided to all countries' offices.
- Ensure that all required reports are made available to USAID, PEPFAR, PMI and other stakeholders.
- Leads collaboration for the development, deployment and implementation of appropriate tools necessary to improve management information systems and their appropriate use for decision making.
- Enhancing the vision and the mission of the procurement, logistics and technology and develop the strategy to design and implement the products and services in the global supply chain operations.
- Providing leadership, oversight, and technical guidance to the Global Health Supply Chain - Procurement and Supply Management team.
- Serve as the main point of contact for USAID NextGen GHSC Technical Assistance activities in countries across the globe.
- Provides strategic, technical, management, and compliance leadership and oversight across the portfolio.
- Oversee Vignetics global health and supply chain portfolio, leading efforts to implement sustainable supply chains, improve health service delivery, and scale up innovative approaches in developing country environments.
- Partner with Deliver/Return and country team/ counterparts to share and maintain knowledge of country-specific importation processes, especially regulations and processes for obtaining waivers
- Advice on and provide process and system improvements that support integration and interoperability of relevant supply chain systems.
- Lead the design and implementation of harmonization and integration frameworks to manage supply chain information across the health supply chain.
- Assist in implementing strategies and plans for identifying global lessons learned and best practices in MIS and supply chain systems strengthening efforts.
- Provide assurance of GS1 standards for reporting on all commodities within carrier management systems and their relevant stakeholders.
Essential Skills and Requirements:
- 15+ years of managerial and technical experience in supply chain management and systems strengthening in developing countries, with expertise in data management, forecasting and quantification, organizational systems, or governance;
- Experience in the supply chain with a demonstrated history of working with manufacturers in the pharmaceutical industries.
- Extensive experience with complex supply chain processes which require strategic establishment for sourcing to meet supply requirements
- Advance knowledge of purchasing principles, SCM and ERP applications proficiency, forecasting and demand planning procedures, and supplier relationship management.
- Advanced degree in public health, information systems, information technology, international development, or related relevant fieldis preferred
- Strong understanding of supply chain management challenges in developing countries, as well as procurement process and delivery cycle;
- Strong understanding of GS1 standards
- Proven experience with enterprise resource planning (ERP) systems and establishing system integrations
- Familiarity with USAID and public health programming strongly preferred
- Prior experience interacting with government officials and stakeholders
- Excellent interpersonal, written, and oral communication skills
- English required; proficiency in one or more foreign languages preferred
- An MBA, master's degree, or higher in business, engineering or economics.
- Demonstrated experience working on USAID drug and supply chain contracts.
