Job Description
As the manager supporting the Health and Human Services Operations Unit, you will be responsible for the development, enhancement, and management of DHHS applications, COTS and SaaS products within the organization. The keys to this effort are a strong team leadership background and agile project management experience. You will collaborate with cross-functional teams to define product strategies, prioritize feature development, and drive innovation to meet the needs of users and stakeholders. Your role involves providing strategic direction, technical guidance, and leadership to ensure the successful execution of project initiatives.
This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in-office meetings) and remote work days (work must be performed in Utah). Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Multi-Agency State Office Building (MASOB) 195 N 1950 W, Salt Lake City, Utah.Why join our team?

Responsibilities
Product Strategy and Roadmap
Team Leadership and Management
Lead a team of developers and project managers, providing mentorship, guidance, and support to foster professional growth and development.As a manager, you will be expected to be in tune with your teams and actively work to remove roadblocks for them that hinder success.Set clear goals and expectations for team members, aligning their efforts with product roadmap priorities and business objectives.Foster a culture of collaboration, innovation, and accountability within the team, encouraging cross-functional teamwork and knowledge sharing.Meet with senior leadership to provide updates on the health and life cycle of all application products and services within your purview.
Product Development and Lifecycle Management Oversee the end-to-end product development lifecycle, from concept ideation to launch and post-launch support.Collaborate with stakeholders and users to define product requirements, user stories, and acceptance criteria.Monitor product performance, user feedback, and foster innovation to iteratively improve and optimize technology products over time.Provide project estimates, maintain and track annual budgets and ensure operation within these budgets.
Stakeholder Engagement and Communication Act as the primary point of contact for technology teams and agency stakeholders regarding application development needs..Communicate product updates, roadmap changes, and release schedules to stakeholders, ensuring alignment and transparency.Gather input from stakeholders to inform product decisions and prioritize feature development based on user needs and business requirements.Be a champion for both the stakeholders and your team.
Minimum Qualifications
Minimum Qualifications
Solid experience leading technical teams, project management, budgeting, obsessed with customer service and customer satisfaction, extremely collaborative and communicative, enjoys a busy schedule and successfully managing multiple conflicting priorities. Did we mention customer service….while keeping your team happy and loving their jobs? Preference given for those who have knowledge of AWS Cloud infrastructure, HIPAA data security standards, and the use of Jira in project management. Strong leadership and managerial skills, with the ability to lead and motivate cross-functional teams in a dynamic and fast-paced environment. Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization (see customer service above). Deep understanding of product management principles, methodologies, and best practices, with experience in agile development methodologies. Ability to learn about new technologies and ensure product development and maintenance adheres to agency standards. Proven track record of successfully launching and managing software products through the entire product lifecycle. Strong analytical and problem-solving skills, with the ability to leverage data and metrics to make informed product decisions. Provide guidance and suggestions, while remaining open to new ideas, information, feedback–especially from your team.
