Position Purpose:

We are seeking a strategic and collaborative GIS Manager to lead and optimize GIS initiatives across our Utility division. In this pivotal role, you will drive the alignment of local GIS operations with the Corporate GIS strategy, broader Utility strategy, and strategic initiatives for Veolia North America.

Key Responsibilities:

  • Spearhead the execution of strategic GIS initiatives to advance and optimize GIS capabilities within the Utility division.
  • Foster strong collaborative relationships across Utility operations to ensure successful alignment with corporate and divisional strategies.
  • Optimize the performance of GIS workflows, champion data integrity initiatives, and enhance the utilization and efficiency of GIS across local departments.
  • Enforce compliance with GIS technical policies, best practices, and established governance standards.
  • Serve as a subject matter expert on technical committees for projects and applications that leverage GIS and integrate with data systems such as workforce management, asset management, customer service, and other business systems.

Primary Duties/Responsibilities:

Leadership and Collaboration:

  • Champions GIS best practices: Collaborates with local business unit GIS departments to implement and uphold high standards for GIS work.
  • Fosters team growth: Mentors team members, identifies skills gaps, and provides opportunities for professional development and advancement.
  • Builds strong relationships: Engages key stakeholders across departments and business units to foster collaboration and drive successful GIS initiatives.
  • Represents the Utility: Serves as a subject matter expert on technical committees and advocates for the strategic use of GIS across the organization.

Operational Excellence:

  • Oversees GIS operations: Supports all functions of the Utility GIS groups, including data collection and maintenance, analytics, project management, and team performance.
  • Drives continuous improvement: Continuously evaluates and improves GIS workflows to enhance efficiency and optimize the use of resources.
  • Ensures data integrity: Establishes and enforces GIS processes based on industry standards and best practices. Collaborates with external contractors to maintain data quality and optimize workflows.

Strategic Impact:

  • Develops innovative solutions: Identifies and implements innovative uses of GIS systems to improve workforce efficiency, optimize information management, and drive business value.
  • Tracks and reports progress: Defines, tracks, and reports meaningful departmental metrics to leadership, demonstrating the impact of GIS initiatives.
  • Supports strategic goals: Completes tasks as assigned by the Corporate GIS Director to achieve the goals outlined in the GIS Strategic Roadmap.

Other duties as assigned.

Some travel required to utility sites.


Qualifications

Education/Experience/Background:

  • Bachelor’s or Master’s Degree in GIS, Geography, Computer Science, Engineering, Environmental Science, Data Science, or related field.
  • 7-10 years of GIS experience using the ESRI product suite.
  • 3+ years of experience supervising teams.
  • 3+ years of experience leading or serving as the SME for GIS projects.

Knowledge/Skills/Abilities:

Technical Skills:

  • Advanced proficiency in ESRI's ArcGIS suite, including ArcGIS Pro, ArcGIS Online, ArcGIS Web App Builder, Operations Dashboard, and Field Maps.
  • Extensive experience with enterprise geodatabases and data management best practices.
  • Familiarity with commercial-grade GPS units (e.g., Trimble, EoS).

Interpersonal and Leadership Skills:

  • Proven ability to communicate effectively and build strong relationships with stakeholders at all levels, both internally and externally.
  • Exceptional leadership and team-building skills, with a demonstrated ability to motivate, delegate, and foster an inclusive work environment.
  • Proven ability to coordinate and collaborate on GIS projects across multi-disciplinary teams, departments, and business units.

Communication and Problem-Solving Skills:

  • Excellent written and verbal communication skills, including professional presentation abilities.
  • Strong problem-solving and conflict-resolution skills.
  • Ability to effectively advocate for GIS solutions and promote awareness of its value across the organization.

Project Management and Organizational Skills:

  • Excellent project and time management skills, with the ability to prioritize tasks and meet deadlines.
  • Experience in budgeting processes, including creating and adhering to project budgets.
  • Strategic thinker with the ability to balance local requirements with the broader needs of the organization.

Required Certification/Licenses/Training:

  • GISP, PMP, ACP, or other related certification preferred, but not required.
