Web Application Developer Services

.PURPOSE: This scope of work is for Microsoft and programming services. Contractor will provide these services to the Florida Department of Health (Department).
This scope of work will begin on // or the date on which the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on //. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor.

Tallahassee, Florida .CRIMINAL BACKGROUND SCREENING: The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.
.CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience: Five years of direct experience with object-oriented development techniques. Five years of experience with the , Model-view controller (MVC) and Entity framework. Five years of experience with MS SQL products inclusive of MS SQL . Five years of direct experience developing web-based applications in a Microsoft ( environment. Five years of experience with SQL programming inclusive of stored procedures, functions, triggers, and cursors. Three years of experience with Source Control systems such as Visual Studio Team services or Team Foundation Server. Three years of experience with software build and release management methodologies. Five years of experience with SAP Crystal reports to meet user-defined requirements. Five years of experience utilizing the Visual Studio Click-Once deployment mechanism. Two years of experience in healthcare Information Technology (IT) domain using Agile Scrum framework. certified with five years of experience in HIV Surveillance, Budget, and Case Management systems.
.CONTRACTOR RESPONSIBILITIES: SERVICE TASKS : Contractor will perform the following tasks in the time and manner specified: Develop and automate pipelines to achieve complete Software Development Life Cycle (SDLC) automation using Agile and DevOps framework as directed by the Department. Develop web applications using Microsoft Core MVC and MVC., as directed by the Department Develop front-end using HTML, CSS, JavaScript, Jquery, AJAX and Bootstrap with server-side logic using C /, as directed by the Department. Develop code modules and packages using MVC Razors, C., as directed by the Department and provide status updates in daily standups to Scrum Master, Project Manager, and Stakeholders as directed by the Department. Use lambda expressions LINQ To SQL and LINQ to entities for retrieving and inserting data in database as directed by the Department. Modify database objects (Tables, Stored Procedures, Views, Indexes, etc.) daily as assigned by the Department. Monitor and optimize the performance of the system daily as assigned by the Department. new database objects in Microsoft Structured Query Language (MSSQL) in support of programming on a daily a daily basis as assigned by the Department. Deliver code to perform system functions as defined in user requirements daily as assigned by the Department. Test application code daily as assigned by the Department. Perform testing on system changes to meet user-defined requirements daily as assigned by the Department. Design, build, and maintain efficient, reusable, and reliable code, in .NET technologies as directed by the Department. Identify bottlenecks, bugs, and devise or propose solution as directed by the Department. Drive continuous adoption and integration of relevant new technologies into design as directed by the Department. Support production environment with resolving application errors including backend and front end as directed by the Department. Participate in requirements analysis and collaborate with internal teams to enhance and improve software design and architecture as directed by the Department. Upgrade, configure and debug existing systems. Serve as an expert on applications and provide technical support as directed by the Department. Design, develop, and code based on business requirements for the DCHP Master Person Index project as part of the overall strategic effort for integration and interoperability of its systems and software as assigned by the Department. Work in collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams as directed by the Department. Work with Division resources to standardize collection and storage of DCHP shared data as assigned by the Department. Assist with COVID- related activities. Contractor will be available to provide support off hours, holidays, and weekends as needed by the Department. SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
Contractor will complete and submit the following deliverables to the Department in the time and manner specified: Monthly: Provision of Web Application Developer Services in the time and manner specified in Tasks OF PAYMENT: A purchase order will be issued to the Contractor. The method of payment for this purchase order is unit rate. The Contractor will not receive payment in advance for goods or services described in this scope of work. The Contractor must submit an invoice monthly within business days from the end of each month that that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested. The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work. .PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES: All deliverables and related tasks must be completed % as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below: Failure to complete and submit Tasks in the time and manner specified will result in a payment reduction equal to percent of the total monthly invoiced amount. Failure to comply with Task in the time and manner specified will result in a payment reduction equal to percent of the total monthly invoiced amount for each month the Contractor is not in compliance.
.CONTRACTOR TRAVEL REIMBURSEMENT: The Contractor will not be reimbursed for any travel expenses under this agreement.
