Summary of Purpose

Provides business analysis and project management in support of all software systems used at the College with primary focus on Colleague, the main administrative system of the College, and all web applications used within the intranet and websites of the College. Works with users to identify needs and formulate solutions (e.g., technical or business process). Acts as a liaison between users and IT /vendor technical support staff. This position is expected to work in a multi-culturally diverse working environment.

Typical Duties

This description is intended to indicate the types of duties and responsibilities requested of the employee assigned this title. It is not intended to be an exhaustive list of all the duties and responsibilities that may be required: 
1. Performs needs analyses to define opportunities for new or improved business processes. 
2. Consults with users to identify and specify process and/or system requirements and coordinates with IT/vendor technical support personnel to effect solutions. 
3. Builds consensus among IT constituents. 
4. Helps define project, ensuring consideration of training, documentation, testing, and implementation. 
5. Sets project goals and plans to meet those goals. 
6. Maintains project timeframes, estimates and status reports. 
7. Manages resources for projects, such as computer equipment and employees. 
8. Coordinates project team members, develops schedules and individual responsibilities. 
9. Coordinates implementation efforts by multiple groups. 
10. Implements strategies that deliver projects on schedule and within budget. 
11. Uses project management tools to track project performance and schedule adherence. 
12. Performs risk analyses to identify problems and develop contingencies to prevent them. 
13. Institutes corrective measures when project schedules are at risk. 
14. Identifies potential changes in scope to allow them to be dealt with explicitly (by declining them or arranging for changed resources or schedule). 
15. Keeps IT and user management updated on project statuses. 
16. Manages post implementation monitoring, support, and improvements. 
17. Organizes meetings to discuss project goals and progress. 
18. Conducts feasibility studies and trade-off analyses. 
19. Researches system compatibility of proposed hardware and software changes. 
20. Manages development work of external software vendors. 
21. Works with users in testing OCC solutions. 
22. Works with programming staff in developing and maintaining College systems to include the assignment and distribution of projects. 
23. Performs other related duties, as assigned. 
24. Ability to work additional hours, as needed.

Knowledge and Skills Required

• Advanced skills with Microsoft Office, Office 365, SharePoint, Adobe and/or similar products 
• Strong knowledge ofsoftware development platforms, design, programming, database, and reporting fundamentals 
• Colleague Studio, Visual Studio, Visual Studio Code, SQL Server, SSRS and Informer, and SharePoint preferred 
• In-depth knowledge of business software systems, including integrated enterprise systems, ERP systems, CRM systems, desktop and web applications, portals and workflows 
• Ellucian software systems including Colleague, Self-Service, Experience, CRM Recruit, and CRM Advise preferred 
• SharePoint workflows, object models and web parts preferred 
• SharePoint Designer, SharePoint apps, Office 365 and MS Power Automate preferred 
• Analytical and problem-solving skills 
• Organization and time management skills 
• Resource planning and task scheduling skills 
• Requirement analysis in an IT environment 
• Ability to maintain relationships with users 
• Ability to build consensus among multiple groups when required 
• Understanding of integrated enterprise systems 
• Negotiation skills, both internal and external 
• Project management skills (PMP or PMI Certification preferred) 
• Use of project management tools, such as MS Project 
• Knowledge of current management practices and principles 
• Strong skills in both verbal and written communication 
• Ability to work as a team player in a multi-culturally diverse working environment

Minimum Education and Experience

EDUCATION: Bachelor's degree (Computer Information Systems or related field preferred) preferred. In lieu of a Bachelor’s degree, 4 or more years of position-relevant experience (these experiences may run concurrently with the experience requirements below). Master’s degree (Computer Information Systems or related field preferred) preferred.

EXPERIENCE: Five (5) years of experience in an IT environment with at least three (3) years of experience in business analysis that includes working with users to identify needs, formulate solutions (technical or business process), and implementation in a web environment or transactional/enterprise system. At least two (2) years of management experience in an IT environment preferred. Experience in higher education preferred. Experience with multi-cultural students and staff preferred.
