For a U.S. Government agency’s Chief Information Officer (CIO) organization, provide business system analyst support for its Information Technology (IT) systems security staff. Provide oversight of the Capital Planning Investment Control (CPIC) support, analysis and portfolio management support for the investments, systems, and applications within the client’s portfolio. Support efforts to strengthen and improve client’s functions by integrating or aligning processes with agency financial, administrative, and other processes. Provide analysis of the existing investments and systems, as well as support the investment management and review process by analyzing the portfolio to identify strategic opportunities in support of agency rationalization efforts and ensure investment information is current.

Required Skills

  • Experience providing CPIC support, analysis, IT portfolio management, and reporting support for the investments, systems, and applications within a federal agency’s portfolio.
  • Ability to multi-task, work independently and prioritize workload based on direction from Government customer.
  • Strong analytical and problem-solving skills.

Desired Skills

  • Business system analysis and full CPIC process experience on Office of the CIO and IT systems security support services at a U.S. Government agency.

Job Duties

·       For a U.S. Government agency, provide oversight of the CPIC support, analysis and portfolio management support for the investments, systems, and applications within the client’s portfolio.

·       Support efforts to strengthen and improve client’s functions by integrating or aligning processes with agency financial, administrative, and other processes.

·       Provide analysis of the existing investments and systems, as well as support the investment management and review process by analyzing the portfolio to identify strategic opportunities in support of agency rationalization efforts and ensure investment information is current.

·       Support ongoing execution of CPIC investment reviews. This support includes to refine investment criteria,

·       Review business cases.

·       Conduct portfolio analyses, supporting the client relative to CPIC and advise the stakeholders in developing high quality business cases and maintaining accurate data about IT portfolios.

  • Plan as well as participate in the agency’s annual IT Portfolio Reviews, i.e., coordinate, collect, compile, manage and maintain data as well as reconcile portfolio data.
  • Ensure all CPIC data is quality assured and accurate prior to submitting the data and document and track action items.
  • Provide oversight of the registry of applications and databases, as well as prepare data quality assessment reports to the respective offices and other information resource stewards.
  • Support analysis and documentation for CPIC processes, including review of investment submissions to ensure compliance with applicable policies.
  • Conduct monthly IT Dashboard submission review meetings with Major Investment owners and subsequent briefings with the client prior to the CPIC submission deadlines throughout the year. Complete agency’s investment rating tool template each month as input to client’s meetings.
  • Provide support to the investment owners, provide analysis and review for accuracy of data provided in support of the bi-annual CPIC data calls.

Experience and Education Qualifications

  • Minimum 10+ years’ work experience relevant to the requirements in the job duties with a Master’s degree. Or minimum 12+ years’ experience relevant to the requirements without a master’s degree.
  • Master’s Degree or Bachelor’s Degree (depending on applicable years of experience) in Business Management, Business/Administration, or closely related field.

Work Location

On-site and remote supporting a government agency with offices in Washington D.C. and Research Triangle Park, North Carolina.

Security Clearance Requirements

Ability to pass a mandatory U.S Government Public Trust background check.
