Project Overview:
The eXPRS system is a web-based platform developed to manage long-term care Medicaid services for individuals with intellectual & developmental disabilities (I/DD). Managed by the Office of Developmental Disabilities Services (ODDS), a program of ODHS, in coordination with OHA, eXPRS requires expansion to meet additional funding rules requirements, CMS reporting requirements, and enhancements to support Collective Bargaining Agreement (CBA) requirements for Personal Support Workers (PSW). The selected Software Engineer IV will lead efforts to revamp the financial maintenance system, enhance PSW Liability, and audit existing data systems for modernization recommendations.

Scope:

  • Revamp financial maintenance system in eXPRS, including interface work, accounts recovery, and financial indicators.
  • Enhance PSW Liability in eXPRS to meet Collective Bargaining Agreement requirements.
  • Audit existing data systems: models, queries, data quality, security, etc., and provide modernization recommendations and a suggested roadmap.

Tasks:
  • Develop and deliver updates to eXPRS application, including software code changes and documentation.
  • Complete and document required enhancements, defect corrections, batch code, and code modifications.
  • Draft and deliver Technical Specifications documents.
  • Participate in regular planning and review meetings with Authorized Agency's Solution Development and Delivery (SDD) eXPRS team.
  • Conduct end-to-end system testing and integration testing.
  • Follow existing requirements management, design, development, and issue tracking processes and development standards.
  • Document issues identified in testing and their resolution in the Azure DevOps tracking system.

Required Skills and Experience:
  • Expert-level Java developer with WebSphere Liberty 9 and Java 11 experience (10+ years).
  • Expert understanding of IBM DB2 UDB systems and concepts (10+ years).
  • Proficiency with Eclipse IDE Liberty 9 Plug-In (10+ years).
  • J2EE expertise (10+ years).
  • Proficient with Git source control concepts.
  • Bachelor's degree in a related area.
  • At least six years of equivalent experience in the field or related area.
