Join our Office of Racial Equity and Social Justice (ORE) and contribute to developing and supporting leadership to foster racial equity and social justice.

About the Position :

The Office of Racial Equity and Social Justice (ORE) is seeking to fill a Performance Management and Data Analyst II position. The Performance Management and Data Analyst II will be a part of a collaborative, horizontal, and intersectional team, helping to embed racial equity and social justice into the decision-making process. As a Performance Management and Data Analyst II, you will facilitate the County's commitment and strategy to be a racially equitable organization that develops, implements, and measures policies and practices. In addition, by measuring, tracking, and analyzing the effectiveness of racial equity initiatives, the employee will identify opportunities for new focus areas.

Performance management and Data Analyst II duties include but are not limited to:

  • Use relationship management software, geospatial mapping software, open data platforms, statistical analysis applications, data integration tools, and manipulation techniques. Provide compelling presentations and data-driven recommendations.
  • Conducts studies and analyzes large using statistical techniques or complex datasets to uncover performance trends using various tools and systems, such as business intelligence software and customers.
  • Establishes performance metrics and works with departments to identify problem areas and potential solutions.
  • Develop and implement databases, data collection systems, dashboards, and other tools that optimize statistical efficiency and quality.
  • Provide data, analysis, analytical tools, and frameworks to support divisions, departments, and programs' work integrating racial equity system-wide and into unit-level day-to-day operations.
  • Provide coaching, training, and technical assistance on equity-based research, data collection, and reporting to Divisions, Departments, and programs supporting their research efforts.
  • Research and implement best practices for racial equity and data collection, reporting, and mapping. Track performance measures and other metrics for integrating racial equity into internal policies.
Assist in collecting and analyzing data to inform strategies, policies, and programs that better incorporate racial equity throughout the County.

  • Skilled in comprehending and analyzing multiple organization operations and structures and making technically and fiscally sound recommendations.
  • Know and understand the policy-making process: have experience with policy analysis and policies that advance racial equity.

Minimum Qualifications

Experience : Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment.

Education : Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management,

Finance, Statistics, Engineering or related field.

Equivalency : (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

  • Demonstrate experience using culturally appropriate and inclusive engagement processes.
  • Knowledgeable in databases and databases querying languages, including survey and query software.
  • Possess domain and statistical knowledge, including technical writing and communication skills, and create reports for internal teams and/or external clients.
  • Skilled in using graphs, infographics, and other methods in reports for data visualization.
  • Organize large amounts of data sets to find helpful information and establish KPIs (Key Performance Indicators) to measure the effectiveness of business decisions.
  • Create presentations and reports based on recommendations.
  • Experience with data mining and statistical software visualization.
  • Perform analytical and problem-solving skills with excellent attention to detail.
