Communications Officer

The Global Environment Facility (GEF) is providing ~US$14.8 million to the Government of Angola for the project Strengthen Management and Climate Change Resilience in Angola's Conservation Areas for Sustainable Development, one of fifteen Child Projects under the Global Wildlife Program (GWP) Phase II. The project is financed through the GEF Trust Fund and the Least Developed Countries Fund (LDCF), and as such includes 13 outcomes related to climate change adaptation, biodiversity conservation, capacity development and knowledge management. These outcomes will be achieved within seven years and are distributed among four project components which include: strengthening the resilience of local communities to climate change; improving conservation area management and wildlife conservation; enhancing the technical and institutional capacity of climate change and conservation institutions, and; facilitating project monitoring, knowledge management and sharing of lessons learned.

Conservation International GEF Agency (CIGEF) is the Implementing Agency for this project.

POSITION SUMMARY - This position is based in Angola

The Communications Officer will be responsible for developing and implementing a communication plan for the project and for generating knowledge products for dissemination, as well as maintaining a social media presence for the project. The Communications Officer will report to the Project Executive Director and will work closely with the Project Technical Delivery Director.

RESPONSIBILITIES

Develop a communication plan for the project.

Ensure regular communication between all relevant stakeholders involved in the project, including the Government of Angola and executing partners.

Generate knowledge products and lessons learned from the project and disseminate these to relevant stakeholders.

Maintain a project website and/or social media presence, and disseminate knowledge products and lessons learned through these platforms.

Contribute to knowledge exchange activities organized by the project to ensure that relevant stakeholders (including targeted communities) receive accurate and comprehensive information on biodiversity-compatible adaptation practices, climate-resilient livelihoods, and climate change adaptation planning.

Contribute to the development of policy briefs and technical guidelines to support the integration of climate change into adaptation and biodiversity strategies and policies.

Contribute to the development of memoranda of understanding that clarify roles and responsibilities and communicate plans, policies, legal instruments, strategies and guiding principles for the management of conservation areas prepared and circulated to relevant ministries, local governments, and CSOs.

WORKING CONDITIONS

Travel to the project site and other office locations.

Ability to work extended work hours to meet project deadlines.

Guidance on flexible work arrangements will be shared during the interview process.

QUALIFICATIONS

Required

Bachelors degree in social science or equivalent discipline and 4-6 years of work experience with M&E research programs or initiatives or the equivalent combination of education and experience.

Experience developing and implementing communication campaigns.

Proven ability to understand, interpret and apply technical and scientific information and data to achieve tangible results.

Excellent oral, written, and interpersonal communication skills.

Strong attention to detail and time management skills.

Proficient in Microsoft Office.

Proven ability to work in a team environment and work well across cultures and within and across organizations.

Excellent Portuguese oral and written communication skills.

Preferred

Excellent English oral and written communication skills are strongly preferred.
