Human Resources Director
Under general direction of the Eureka County Commissioners, but in coordination with all Eureka County elected and appointed officials, plans, organizes and directs the human resource management function for the organization. Responsible for directing and administering the County's Human Resources programs and activities, including employee relations, employment classification and compensation administration, benefits administration, EEO and ADA, and risk management programs, providing expert professional assistance to all Eureka County staff in human resources and related matters. This class manages a broad range of human resources activities for the County and must be able to work discreetly and maintain confidentiality in all human resource matters. The incumbent is accountable for accomplishing department goals and objectives and for furthering County goals and objectives within general policy guidelines, and at times make recommendations to the Commissioners regarding the actions or inactions of both elected and appointed officials. This is a leadership level position requiring a high degree of skill and discretion consistently applied in a timely manner.

  • Directs and is responsible for the proper operation and administration of the County's Human Resources programs.
  • Coordinates recruitment, advertising, selection, onboarding, retention, training, risk management and employment of personnel; plans, directs, and monitors the application and employment process of all employees; coordinates all County job applications, job testing results, and background checks; coordinates with supervisors to verify the position may be filled as requested; identifies individuals to serve on the interview panel; compiles and reviews interview questions.
  • Coordinates job evaluations with County Commissioners for the positions that report directly to the Board.
  • Develops, writes and interprets the Eureka County personnel policy manual. Provides advice and counsel to the Commissioners and senior management on human resources management practices, emerging issues among managers and employees and changes in employment law and regulations. Oversees the prompt and timely resolution of employee disciplinary issues and employee complaints.
  • Decides how and when to utilize outside assistance to investigate employment matters; responds to, coordinates and works closely with outside investigators and attorneys regarding employment disputes and administrative investigations; works to ensure due process in any disciplinary process; investigates ethics and administrative policy violations and other personnel issues. Initiates and conducts investigations into potential policy and/or legal violations; composes investigative reports and recommends corrective actions or resolutions. Testifies, when necessary, in administrative and court proceedings relating to HR matters.
  • Serves as the County's primary Equal Employment Opportunity (EEO) officer and Americans with Disabilities Act (ADA) officer.
  • Directs and coordinates all elements of the employee discipline process, including but not limited to dismissals.
  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the County; plans, organizes, administers, reviews and evaluates the activities of implemented human resources policies and procedures.
  • Researches and analyzes data, compiles reports, makes recommendations and presents findings to the County Commissioners, public bodies and other jurisdictions.
  • Arranges orientation program for new employees; orients new employees to County benefits, safety procedures and human resources management policies; assist new employees in completing required documents.
  • Provides leadership and resources needed to develop in-service training activities with Nevada Pool/Pact Human Resource; maintains a record of training programs; notifies management of available training; records employee completion of training; assists with preparation of training materials and setup of training sessions.
  • Develops and maintains personnel forms, methods, and procedures; oversees the maintenance of personnel records and personnel transactions, and ensures records are current, secure, confidential and disposed of properly.
  • Performs compensation and benefits studies; applies findings to solutions; works with the County's Comptroller to determine and project fiscal conditions; oversees classification and compensation studies and analysis; allocates positions to the proper salary range subject to Board review and approval; develops and administers salary administration program to ensure compliance and equality within the workplace.
  • Monitors and assesses performance of internal controls, operating efficiency and adequacy of compensation for personnel and provides recommendations and assistance.
  • Coordinates and directs any reductions in force that may be necessary while working with the affected department and County Commissioners.
  • Coordinates and prepares the development of job descriptions and performance evaluation systems; provide mentoring to all County department heads in the process of proper job evaluations.
  • Reviews and evaluates legislative actions and other data pertaining to public sector human resources and safety management and recommends appropriate responses.
  • Directs and monitors the processing of employee extraordinary leave requests in accordance with law, regulation, and policy.
  • Conducts employment interviews and exit interviews for personnel, and other conferences related to the personnel function.
  • Prepares and administers the Human Resources Department's budget.
  • Performs various administrative duties including customer service; answering phones; scheduling appointments; coordinating activities and services; and preparing memos and correspondence.
  • Represents the County with dignity, integrity and a spirit of cooperation in all relations and at all times with staff and the public.
  • Performs and participates in all activities relating to Eureka County negotiations of labor contracts: including but not limited to collective bargaining, labor negotiations, costing out the contract, handling grievances, and arbitration.
QUALIFICATIONS
Education and Experience: Bachelor's degree or equivalent from an accredited college or university with emphasis in Human Resources, business, public administration or related field and two years of professional experience in Human Resources management OR at least five years of professional experience in Human Resources management, benefits and compensation administration may be exchanged for Bachelor's degree OR a Master's Degree from an accredited college or university in a related field.

Required Certificates, Licenses, and Registrations: Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Must possess and maintain Professional Human Resources (PHR), Society of Human Resources Management Certified Professional (SHRM-CP), International Public Management Association for Human Resources (IPMA-HR), or equivalent certificate within 12 months of hire. Must complete an approved advanced Human Resources representative program within 12 months of hire. Must pass a criminal background investigation. Experience in public sector human resources management is strongly preferred but not absolutely required.
  • Possession of a valid Nevada State driver's license.

  • all applicable Nevada law, federal regulations, and state regulations pertaining to all aspects of human resources as well as the operation of County government.
