Overview:
Outpatient Adult Program Manager is responsible for the day-to-day operations of the adult outpatient treatment programs (Adult Partial Hospitalization and the Home Care Services).  The program manager hires staff and has primary responsibility for orienting, evaluating performance and direct supervision of staff working in these programs.  The program manager assists in budgeting and fiscal management of these programs.  The program manager has a primary role in coordinating the efforts to work with applicable managed care payors.  The program manager may offer direct psycho-education and/or nursing services as needed.   St. Luke’s C.A.R.E. delivery model (Continuity, Accountability, Relationship-based, Evidence-based) reflects a commitment to compassionate, competent care delivered by the interdisciplinary team.  Care is provided through a therapeutic relationship with the patient and family.  A spirit of inquiry is encouraged and supported.  Small tests of change and more formal research efforts are used when the evidence is not clear.  Evidence-driven protocols are utilized to assure reliable and consistent care.

Responsibilities:
Leadership

Builds trusting, collaborative relationships with staff, peers, physicians and administration to advance the core patient business strategy.

Responsible for department scheduling.

Applies HR practices fairly and consistently.

Commits to the hours needed to achieve outcomes and develop others to assure round-the-clock leadership. Requires flexibility with hours worked and shifting priorities as the environment changes, without losing sight of goals/outcomes.

Hardwires patient rounding to assure consistent contact with patients.

Follows-up on patient concerns as soon as possible.

Notifies Director and/or Administration of concerns that have the potential to escalate or lead to Risk Management concerns.

May be requested to travel to conferences and meetings as a hospital representative. Must be able to make arrangements to attend these as required.

Assures St. Luke’s Hospital’s Comfort/C.A.R.E. Professional Practice Model is implemented within the department.

Ensures compliance with the state Nurse Practice Act, state Board of Nursing regulations, and regulatory agencies’ standards. 

Professional Development of Team Members

Fosters development of unit leadership team.

Ensures a thorough and adequate orientation program for new staff and student interns.

Ensures the adequate competency training and continuing education programming is done to meet identified staff development needs.

Supports department and hospital shared governance infrastructure and staff engagement.

Supports continuous staff development and career goal achievement.

Business Responsibility

Aware of hospital and department compliance for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of department or hospital administrative staff.

Purposefully conducts all aspects of the job in an ethical manner in support of the hospital’s commitment to ethical behavior in all areas of personal and professional activity.

Successfully completes hospital-wide orientation, annual hospital competencies and department/unit specific competencies.

For the safety of our patients and co-workers, St. Luke’s Hospital requires seasonal and job related vaccinations. This is reviewed regularly during periodic health assessments.

Will provide leadership that results in effective program operations and effective group treatment outcomes for patients/families.

Will offer direct treatment services.

Conducts hiring and primarily responsible for orienting, training, supervising and evaluating staff.

Will be primarily responsible for oversight of performance improvement activities.

Assists in maintaining compliance with regulatory/accreditation organization (e.g. JCAHO). Conducts Failure Mode Effectiveness Assessment every other year.

Participates in Behavioral Health Services standing committees.

Assists Director in all aspects of fiscal management of these programs.

Prepares unit staffing schedules.

Oversees/implements precertification, utilization review and processes/strategies compliant with managed care payors.

Provides training, consultation, and/or services internally at and externally to St. Luke’s in areas such as violence management or working with specific behavioral health populations.

Provides/coordinates contracted services to external agencies as appropriate (e.g. Visiting Nurse Association and ANCHOR Center).

Assists with internal violence management training if appropriate.

Assists director in program development.

Assists with development of new programs (e.g. ANCHOR Center).

Evaluates and revises current treatment program as needed.

 

Qualifications:
Successful completion of an accredited nursing program

BSN

Experience in behavioral health nursing or group treatment programming.  Experience in the delivery of psychotherapy services extremely valuable.  For adult programs:  must possess a current Iowa RN license.

Possess current RN licensure in the State of Iowa

Maintain current BLS certification

Writes, reads, speaks, and comprehends fluent English

Ability to direct others and to exercise judgment in problem-solving scenarios

Ability to lead and/or participate in multidisciplinary teams

Possess a comprehensive knowledge of general nursing theory and practice and an expanded knowledge of current clinical and specialized patient care concepts.

Possess a broad and varied knowledge base that is continually enhanced through self-directed study and participation in educational opportunities.

Possess knowledge of performance improvement and quality standards.

Use of usual and customary equipment used to perform essential functions of the position
