What You’ll Be Doing

The Senior Legislative Affairs Analyst sits on the department’s Communications and Legislative Affairs (CLA) division that is responsible for managing governmental affairs, community relations and communications. CLA works across department divisions and is the external-facing arm of HSH, providing a unique opportunity to learn from and work with colleagues across the department and the City to serve our most vulnerable residents. Each member of the CLA team has a specific work focus, but all members of the team are required to support other functions of the team including special projects, events and administration. The Legislative Affairs team is responsible for developing, monitoring, and complying with all local, State, and Federal legislation, managing locally required reporting and compliance, coordinating intergovernmental affairs, and serving as the department’s liaisons to elected officials.

Under general direction of the Manager of Legislative Affairs, the Senior Legislative Affairs Analyst provides project management and analytical support to implement the department’s local, state and federal legislative agenda to promote solutions to homelessness aligned to HSH’s Strategic Plan and ensure compliance with legislative requirements. Functions of this position include: having an understanding of the priorities of the department and its programs, tracking and analyzing local, state and federal legislation and budgets related to homelessness and housing, managing the local legislative process for a portfolio of required departmental legislation, supporting on special projects related to legislative affairs or intergovernmental affairs, and developing public materials including policy memos, public presentations and public reporting.

Essential Duties and Responsibilities:

Establishes a deep understanding of the priorities of the Department to develop appropriate messages, strategies, and innovative practices to achieve desired outcomes.

Analyzes and interprets existing, newly enacted, and proposed local, state and federal legislation and regulations for potential policy and financial impacts on the department. Prepares recommendations with appropriate supporting documentation to management. 

Provides project management of the department’s local and state legislative agendas including the annual budget process, required legislation, local hearings related to the work of the department and high-visible or sensitive special projects as assigned.

Works with Manager of Legislative Affairs to draft, develop and manage the legislative process for all required department-initiated legislation for Grants, Contracts, Real Estate and other legislative needs, and may directly manage at least one of these portfolios.

Responds to informational requests, including those of a highly sensitive nature from city partners, the Mayor’s Office and Board of Supervisors.

Organizes and analyzes information from various HSH divisions and produces time-sensitive Budget and Legislative Analyst reports, public presentations, HSH website copy, and other materials addressing highly-visible public issues.

Represents HSH on various steering committees, workgroups or public meetings as needed. 

Manages meeting logistics and scheduling for meetings with internal and external stakeholders, including elected officials.

Utilizes various technology platforms to manage cross-department coordination and collaboration, including but not limited to: Asana, Box, PowerBi and Microsoft Office.

Coordinates with the Communications Team on the development and publication of public materials and reports.

Provides coverage for public records requests and other compliance-related tasks for the team’s Sunshine and Compliance Officer.

Supports the departments racial justice and equity work.

Performs related duties and responsibilities as assigned.
