Overview:
GENERAL SUMMARY OF POSITION:

This position is based in UMass Chan's Office of Management (OOM), which is part of the Office of Administration & Finance. The OOM oversees and manages those matters at UMass Chan that have risk and legal implications and concerns. Under the general direction of the Deputy Executive Vice Chancellor for Management (DEVCM), the Assistant Vice Chancellor for Management plays a leadership role in the OOM by assisting the DEVCM in (i) the oversight, management, and supervision of the day-to-day operations of, and personnel within, the OOM and (ii) fielding, responding to, and triaging matters, inquiries, and requests submitted to the OOM. The Assistant Vice Chancellor for Management serves as the liaison between the OOM and UMass Chan's three (3) Schools and the Office of Graduate Medical Education, conducts research, interprets and drafts policies and procedures, drafts internal contracts not under the jurisdiction of the University's Office of General Counsel, prepares Letters of Agreement, Memoranda of Understanding, Program Letters of Agreement, and serves as UMass Chan's appointed Public Records Officer and represents UMass Chan at the University's campus-wide Public Records Law committee. This position manages complex projects and represents the DEVCM in numerous UMass Chan meetings (internal and external).

Responsibilities:
MAJOR RESPONSIBILITIES:

Act as a trusted advisor by providing insight, counsel, advice, guidance, and support to the DEVCM in the management of the UMass Chan campus’ risk and legal matters. This includes working with the DEVCM as the campus’ liaison to the University's Office of General Counsel, assisting with the management of the critically important relationship with UMass Memorial Health Care, and in the operational and strategic planning of the OOM.

Provide “Executive” duties in assisting the DEVCM in managing and supervising OOM's personnel.

Serve as the liaison between the OOM and UMass Chan's three (3) Schools and the Office of Graduate Medical Education on all matters involving risk management, agreements, policy reviews, and legal issues – and assist in preparing Letters of Agreement, Memoranda of Understanding, and Program Letters of Agreement.

Review, interpret, and draft memos on UMass Chan Medical School policies, procedures, and practices.

Serve as UMass Chan's designated Public Records Officer including managing all Public Records Law requests served on UMass Chan and serve as UMass Chan's representative to the President’s Office's Public Records Law committee.

Assist in responding to and overseeing all litigation and complaints against UMass Chan.

Review and assist in responding to all subpoenas served on UMass Chan.

Maintain knowledge of applicable Federal/State laws, statutes, codes, and regulations on employment and student-related matters and conduct research concerning same.

Conduct meetings/interviews/investigations with UMass Chan employees / faculty / Departments / students on investigatory matters, and where appropriate or requested, recommend mitigation / sanction measures.

Assist with procurement, contract review, and drafting of those agreements outside the jurisdiction of the University's Office of General Counsel and the University’s Unified Procurement Services Team.

Research and respond to ad-hoc legal inquiries.

Participate in the recruitment, interviewing, hiring, and onboarding of new OOM personnel.

Work with the OOM's Department Administrator to set the annual budget and approve ongoing fiscal requests.

Oversee various complex projects and initiatives on behalf of the DEVCM.

Encourage and support diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees and UMass Chan stakeholders.

Perform other duties as required.

Qualifications:
REQUIRED QUALIFICATIONS:

J.D. degree, licensed and active member of the Massachusetts Bar with a minimum of 5-8 years of experience in contract, tort, employment, and student-related law and related statutes / regulations.

Experience in preparation of legal documents / memos / discovery pleadings / agreements and proven skill in drafting contracts.

Proven skill in identifying and analyzing legal implications of various scenarios.

Possess high-level communication skills, both oral and written; able to lead meetings, provide information to others in a clear and understandable manner; receive and understand information provided by others; explain alternatives, recommend solutions and/or reach mutually agreed-upon consent towards a course of action related to complex problems.

Ability to locate, understand, interpret, and research governmental rules, regulations, and statutes.

Ability to manage, oversee, and collaborate with personnel.

Excellent organizational and time management skills.

Excellent ability to prioritize, problem solve, and work under pressure in a deadline-oriented environment.

Demonstrated ability to act with discretion and judgment, and to understand the importance of confidentiality.

Ability to work independently and timely.

Flexibility in response to changing priorities.

Takes initiative and completes assignments with minimal direct oversight.

Negotiates conflict in a calm, diplomatic, and confident manner.

Advanced computer skills, including facility with the Internet, Outlook, Word, Excel, database entry and information retrieval, and email.

PREFERRED QUALIFICATIONS:

10+ years of related legal and risk management experience.

Understanding of, and experience with, complex organizational culture preferably in academic medical center or in higher education.

Massachusetts governmental or other public sector legal / risk management experience.

Prior supervisory experience.

Proven track record of increasing managerial duties and responsibilities.
