The Chief Building Engineer is responsible for working directly with the property and engineering management team in implementing and maintaining the energy management, preventive maintenance, quality standards, operating objectives, and goals of the owner. This must be done in a manner that not only protects, but also maximizes the value of the property.

ESSENTIAL JOB FUNCTIONS:

Supervise facilities maintenance staff, including hiring, training, personnel development, reviews, etc.

Develop and maintain positive relationships with internal/external customers and facilities.

Recommend and implement improvements for the preventive maintenance program on an on-going basis.

Develop and maintain effective building-specific maintenance and safety procedure manuals and enforce compliance from staff.

Facilitate and manage building and tenant improvement projects.

Implement, supervise and ensure quality assurance for facility services contractors.

Perform all plumbing, electrical or HVAC requirements of the building(s).

Maintain heaters, chillers, pumps, fan coil units, etc.

Monitor and adjust all mechanical/pneumatic equipment, control gauges, distributor panels, valves, thermostats, diffusers and other equipment necessary to provide a comfortable environment for the buildings.

Inspect engine room equipment, fan room equipment, cooling tower, all motors, house pumps and sump pumps.

Document and report activities.

Gather bid pricing for all building projects, maintenance contracts and provide analysis to management and ownership for discussion and review

Troubleshoot, evaluate and make recommendations to upgrade maintenance operations and/or implement cost savings opportunities.

Possess competent knowledge of the use and care of tools and equipment used in facility and ground maintenance.

Respond immediately to emergency situations and tenant concerns.

Inspect buildings, ground and equipment for unsafe or malfunctioning conditions.

Inspect new installation for compliance with building codes and safety regulations.

Maintain and operate life safety/fire systems.

Comply with all applicable codes, regulations, governmental agency and Company directives as related to building operations and practice safe work habits.

ADMINISTRATIVE RESPONSIBILITIES:

Contribute to the preparation of budgets and perform budget analyses.

Develop repair and maintenance projections for the property/project.

Perform energy management analyses.

Review and verify invoices concerning engineering.

Follow through on plans to check progress and ensure timely, quality completion of the plan.

TECHNOLOGY:

Participate fully in maintenance and repair activities for all building projects.

Undertake repair and maintenance responsibilities rather than design responsibilities.

Perform significant diagnosis, trouble shooting and problem solving with various mechanical and technical systems at the property.

Guide, train, and support team members for this type of work, but must also plan and take part in major overhauls of equipment both as project manager and as contributor, teacher, and supervisor.

Develop and oversee preventative maintenance programs.

Utilize computers for various budget and energy management processes.

Communicate by radio, cell phone, and pager

COMMUNICATION REQUIREMENTS:

Build and maintain effective communications and relationships with the property management staff, tenants, vendors and peers.

Overall communication style must be professional, proactive and persuasive, as well as, responsive and service oriented – especially with tenants who may become upset.

Act as a full member of the property management team, building and maintaining effective relationships, managing differences of opinion, joining team meetings, sharing ideas, being persuasive and listening effectively.

SUPERVISORY/MANAGEMENT:

Supervise engineering staff.

Motivate, coach and develop engineering staff members.

Develop and manage engineering staffing plans.

Manage interruptions and disruptions of longer-term priorities, schedules, and plan effectively to ensure completion of long-term, as well as, short-term projects.

Responsible for non-work hour technical interventions at the property – on call and /or connected by computer link.

Requirements

High school diploma or GED equivalent

EPA refrigerant certification desired

Minimum 5 years building engineering/facilities management experience with significant supervisory responsibility

Appropriate license/permit for trade as may be required, i.e. Journeyman or Master Electrician License or City Licenses

Must possess proficient computer skills, ability to operate Windows based software

Must have a thorough understanding of HVAC, electrical and building automation systems

Ability to interpret mechanical and electrical blueprints and schematics

Stooping, standing, climbing and frequent lifting of a minimum of 50 lbs. of equipment (pump, tools, ladders) and ability to safely install rigging/lifting device

Must be able to handle multiple projects and changing priorities

Strong customer service orientation

Possess strong oral and written communication skills

Strong desire to succeed in an entrepreneurial environment
