The City of Virginia Beach Public Works Real Estate Office is seeking a seasoned Senior Right-of-Way Agent to join our team and support a wide range of critical municipal projects. These include roadways, utilities, stormwater improvements, schools, fire stations, parks, and economic development initiatives.This leadership role is ideal for a professional with a strong background in property acquisition, relocation services, and a thorough understanding of the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act). We're especially interested in candidates with experience negotiating complex real estate transactions and managing relocation efforts for residential, commercial, agricultural, and non-profit properties.If you're ready to make a significant impact on the future of Virginia Beach while growing your career in public sector real estate, we encourage you to apply todayKey Responsibilities:Plan and coordinate the acquisition of real property for City and state-funded projects.Serve as the lead agent on complex acquisition and relocation cases.Review real estate appraisals to ensure compliance with local, state, and federal regulations.Support the City Attorney's Office in condemnation proceedings, including preparing exhibits, documentation, and providing expert testimony.Negotiate appraisal contracts, leases, and real property acquisitions, ensuring the protection of City interests.Provide relocation advisory services to displaced property owners and tenants.Assist with preparation of the section's operating budget and project cost estimates for the Capital Improvement Plan (CIP).Monitor and track projects-including scope, budget, and schedule.Supervise, mentor, and train right-of-way staff.Prepare detailed reports and correspondence.Perform other related duties as assigned, based on departmental needs and workload.Ideal Candidate Will Have:Deep knowledge and practical application of the Uniform Relocation Assistance and Real Property Acquisition Policies Act.Strong negotiation and communication skills.Experience working with residential, commercial, agricultural, and non-profit relocation.Ability to manage complex projects with multiple stakeholders.Experience reviewing or preparing appraisals in accordance with regulatory standards.Leadership experience in a municipal or state real estate environment is preferred.The City of Virginia Beach offers:Step Pay Plan$15 Minimum Starting PayCompetitive Compensation PackageHiring Bonus for Select PositionsCDL TrainingTuition ReimbursementFlexible Scheduling Options11 Paid Holidays - three Personal Holidays18 Days of Paid Time Off (PTO)Medical, Dental, Vision, and Prescription CoverageVirginia Retirement System (VRS) Hybrid Retirement Plan and Basic Life InsuranceCommonwealth of Virginia 457 Deferred Compensation Plan (COV 457)Hybrid 457 Cash MatchVirginia Local Disability Program (VLDP) - Income Replacement (Short Term Disability, Long Term Disability, and Long-Term Care)Optional Life InsuranceWellness ProgramsEmployee Assistance Program/ Work-Life ServicesPaid Maternity/Paternity/Parental Care LeaveThis position will remain open until it is filled.
