Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

Flexible work hours may be permitted with supervisor approval.

The incumbent will provide leadership, direction and coordination for all phases of grants and contracts processes across multiple program lines or all aspects of the Opioid Response Services Team (ORST)'s operation including pre-award, award, post-award, monitoring and close out phases of the grants and contracts process in accordance with state and federal laws, regulations and mandates including Federal Office of Management and Budget (OMB) Uniform Guidance, Office of Grant Management (OGM) policies; Department of Human Services Contracts, Legal and Compliance Division policies and procedures; and Behavioral Health Division standard operating policies and procedures. The incumbent will develop, coordinate and manage request for proposal (RFP) processes; draft, execute and manage contract and contract amendment processes; lead grant monitoring efforts including site visits, financial reconciliation, invoice oversight and approval, program and financial grantee reporting; final close-out grantee evaluation; and consultation/technical assistance with grantees. The incumbent will partner on targeted activities, projects and outcomes with other Behavioral Health Division staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance and consultation regarding all phases of the grants and contracts processes and program operations with a variety of stakeholders including county and tribal governments, public health agencies, treatment and other social service providers, advocacy and other interested groups. The incumbent, reporting directly to the OERAC supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department.

Some responsibilities include, but not limited to:

  • Lead, direct, and coordinate clinical and treatment-focused grant and contract processes in Opioid Epidemic Response Advisory Council (OERAC) Projects during pre-award, award, post-award, monitoring, and close-out phases either directly or in collaboration with other staff members providing grant management for OERAC.
  • Lead, direct and coordinate stakeholder and community engagement related to clinical and treatment-focused Opioid Epidemic Response Advisory Council (OERAC) initiatives.
  • Lead, direct and coordinate the budget and business processes in program/project/service area assigned.
Qualifications
Minimum Qualifications

Two (2) years expert experience demonstrating expertise with program budgets, contracts and grants.

Experience Must Clearly Demonstrate:

  • Strong understanding of core grants and contracts management standards and practices that include drafting and monitoring.
  • Knowledge of roles and relationships of county, tribal, state, and federal governments.
  • Knowledge of budgeting and business processes required for all procurement process phases.
  • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and Outlook.
  • Knowledge of programevaluation methods and strategies along with researching databases.
  • Program management.
  • Practical experience with mental health or substance use disorder treatment program.
  • Bachelor's degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.
Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Facilitator of groups to solicit information, feedback, and areas of development.
  • Knowledge of behavioral health programs.
  • Contract negotiation.
  • A strong understanding of programmatic and financial operations of a community-based organization.
  • Understanding of program and project management methods.
  • Experience integrating, coordinating and/or reconciling the interests, mandates, responsibilities, goals, and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Practical experience in a harm reduction program or opioid treatment program.
  • Practical experience with grant management software and systems, including but not limited to: Foundant, Salesforce, SmartSimple, Fluxx, etc.
