Regulatory Compliance Manager — Environmental
Location: North Dakota (on-site; regional travel across North Dakota, South Dakota, Minnesota, and Montana)

Position Summary
We are seeking a Regulatory Compliance Manager to join our growing environmental consulting team. This leadership role is responsible for managing and expanding regulatory compliance services for clients across North Dakota and surrounding states. The position requires expertise in environmental permitting, regulatory compliance, environmental auditing, and client management. The successful candidate will have strong technical knowledge of federal, state, and local environmental regulations (NDDEQ, SD DANR, EPA) and experience in programs including stormwater (SWPPP), wastewater (NPDES/NDPDES), Spill Prevention, Control and Countermeasure (SPCC), hazardous waste (RCRA), air permitting (Title V/minor source), and chemical reporting (EPCRA, Tier II, TRI).

Key Responsibilities

  • Lead environmental compliance programs for multiple clients across ND, SD, MN, and MT

  • Prepare, review, and submit permit applications (stormwater, wastewater, air, SPCC, RCRA, NPDES/NDPDES) and regulatory reports

  • Conduct site visits, inspections, and compliance audits, ensuring corrective actions and continuous improvement

  • Develop and implement operational compliance plans, monitoring schedules, sampling programs, and reporting systems

  • Serve as the primary point of contact with regulatory agencies (NDDEQ, EPA, SD DANR, local authorities)

  • Provide technical guidance to client management teams and mentor junior staff

  • Monitor evolving regulations and proactively update compliance strategies

  • Manage client portfolios, project budgets, and schedules while expanding regulatory compliance services

  • Represent clients during regulatory inspections, enforcement actions, and negotiations

Qualifications

  • Bachelor's degree in Environmental Engineering, Environmental Science, or related discipline

  • Minimum 6 years of progressive experience in environmental permitting and regulatory compliance, preferably within consulting

  • Demonstrated expertise in stormwater management, wastewater permitting, SPCC plans, air permitting, and hazardous waste compliance

  • Familiarity with regulatory systems including NetDMR, RCRAInfo, TRI-MEweb, and Tier II reporting tools

  • 40-hour HAZWOPER certification (or ability to obtain); professional credentials such as CHMM, CEP, or CPESC strongly preferred

  • Strong written and verbal communication skills, with proven ability to interact with clients, regulators, and internal teams

  • Valid driver's license; willingness to travel up to 25% regionally
