Job DescriptionThe New York City Department of Investigation ("DOI") is one of the oldest law enforcement agencies in the country; its mission is to combat municipal corruption. DOI serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.
DOI is seeking a highly skilled and motivated leader to serve as Deputy Inspector General (DIG) to support the investigations of the Inspector General overseeing the New York City Fire Department (FDNY), Department of Sanitation (DSNY), Taxi and Limousine Commission (TLC), Emergency Management (NYCEM), and the Conflicts of Interest Board (COIB). Together, these agencies manage a combined annual budget exceeding $4.5 billion and a workforce of more than 28,000 employees. Each plays a vital and distinct role in maintaining the safety, resilience, and integrity of New York City -ranging from emergency response and public safety to essential sanitation services, for-hire vehicle regulation, and ethics enforcement.
Directly reporting to the Inspector General for Squad 6 and working closely with Squad leadership, the DIG will be responsible for conducting complex, high-impact criminal and administrative investigations into suspected corruption, fraud, waste, and misconduct that may result in criminal charges, administrative referrals, or public reports. The ideal candidate will bring robust investigatory, writing, and leadership experience, complemented by strong communication and interpersonal skills that inspire productivity and motivate team members in conducting timely investigations that adhere to agency standards. Exceptional writing and editing abilities will be required to ensure that all investigative reports and documents are clear, concise, accurate, and compelling. This role requires sound judgment, a proven record of investigative leadership, and the ability to manage sensitive issues with discretion and integrity. A genuine interest in understanding the programs and histories of the agencies is essential.
Key Responsibilities:
- Working closely with the IG and co-DIG to facilitate day-to-day squad management.
- Supervising staff: Monitoring all investigations assigned to subordinates, and meeting regularly with subordinates to assess case progress and make adjustments accordingly.
- Maintaining the Squad's docket and balancing investigative plans and workloads accordingly.
- Assessing allegations and complaints to identify potential investigative avenues, and developing and executing comprehensive plans to fully investigate those matters.
- Collecting, reviewing, and analyzing documents and evidence, particularly involving complex financial records, contracts, vendor records, agency policies, internal controls, and a wide variety of digital evidence.
- Conducting interviews of witnesses and subjects.
- Documenting investigative findings in a clear, concise, compelling, and accurate way for both public and internal audiences in multiple formats, including investigative reports, referrals, and memoranda.
- Working collaboratively with other investigative units, prosecutorial bodies, and City agencies.
- Undertaking special projects as assigned by the Inspectors General.

DEPUTY INSPECTOR GENERAL
Minimum Qualifications
A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or
Education and/or experience equivalent to "1" above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.
Preferred Skills
- A minimum of 5 years of investigative, audit, legal, or law enforcement experience, ideally in an investigative agency or prosecutor's office. - Substantial experience investigating complex financial matters. - Demonstrated leadership in conducting and managing complex criminal and administrative investigations. - Strong writing, editing, and oral communication skills, with the ability to present complex findings clearly and persuasively. - Experience conducting interviews, taking depositions or other testimony. - Experience overseeing staff and managing multi-disciplinary teams. - Familiarity with New York City government operations and policies is valuable but not required. - Proven ability to manage confidential matters with the highest ethical standards. - Strong project management, interpersonal, and conflict resolution skills. - High degree of professionalism, including ability to represent the agency before senior City officials. - Ability to manage multiple priorities and operate effectively in a fast-paced work environment.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
