We are seeking an experienced Construction Operations & Risk Manager to partner with the Vice President of Construction and oversee the internal processes that support our growing portfolio of projects. This role focuses on driving operational excellence through disciplined systems, reporting, workforce planning, schedule and financial oversight, data analysis, and risk management. The ideal candidate will combine deep construction experience with a structured, process-minded approach that enables Elmington Construction to scale efficiently while maintaining quality and culture.

Specific Education Or Experience
- Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred
- Minimum of 10 years of experience in construction operations or project management, with increasing responsibility
- Demonstrated ability to create and manage scalable processes in a high-growth environment
- Strong analytical and problem-solving skills; comfortable using data to drive decisions
- Excellent communication and organizational leadership skills
- Proficiency with construction management software and reporting tools (e.g., Procore, or similar)
Essential Job Functions
- Operational Systems & Processes: Design, implement, and refine processes that improve efficiency, standardize practices, and reduce operational risk. Work with leadership to develop and enforce SOPs, task force initiatives, and checklists. Ensure adoption of current SOPs by field teams and provide tools (e.g., checklists, reports) for Regional Managers and General Superintendents to use during site visits
- Project Oversight & Reporting: Monitor schedules, budgets, and performance metrics across all projects; prepare regular dashboards and reports for the VP and leadership team. Review and synthesize data from project systems and company analytics to highlight trends and potential issues for leadership. Act as a filter between raw data and executive decision-making, ensuring insights drive action
- Schedule Management: Ensure company-wide quality control of schedules, perform monthly milestone trend analysis, review constraints, and support schedule training across teams.
- Planning: Develop and implement processes requiring project teams to submit written plans (e.g., logistics plans, utilities plans) into a central repository for review and analysis.
- Financial Oversight: Analyze current financial processes to ensure efficiency, oversee proper use of Procore and other tools, review PCO turnaround times, and compile non-PCO SCO data to identify recurring events.
- Personnel Planning: Lead long-range personnel projections and workforce planning to ensure the right resources are available to support future growth.
- Vendor & Contract Management: Oversee systems for subcontractor and vendor performance, contract compliance, and risk mitigation.
- Compliance & Safety Integration: Ensure internal processes fully support regulatory, safety, and quality requirements.
- Risk Management: Assist the VP of Construction with risk identification, analysis, and mitigation strategies across all projects. Conduct deep-dive analyses into recurring risks (e.g., design gaps, safety issues) and facilitate preventive strategies. Oversee development and monitoring of a risk management template to track people, milestones, subcontractors, and processes. Review jobsite photo documentation in Procore for quality and safety compliance.
- Strategic Support: Partner with the VP to identify and address structural needs, scaling challenges, and opportunities for continuous improvement.

Travel Requirements
This position will require up to 50% travel.
