Be our next Rail + Transit Market Lead

Your work environment at EXP

 Accountable for driving both strategic growth and operational excellence within the Rail + Transit Market, the successful candidate will proactively identify and secure emerging market opportunities while strengthening client partnerships. This individual will spearhead region-wide expansion efforts, leveraging industry insights to position EXP as a leader in this market sector. Additionally, they will be responsible for optimizing business execution, streamlining operations, and building organizational synergies across EXP. By cultivating strong client relationships and expanding service offerings, this leader will play a critical role in shaping the division's long-term success and sustainability. 

Rail + Transit Market Lead

Responsibilities Include: Strategic Growth & Business Development:

 
• Develop and execute a long-term strategy to secure and expand relationships with key rail clients across Texas, ensuring alignment with EXP's overall business goals. 


• Identify and successfully implement capture plans for key clients, leveraging market insights and strategic partnerships. 


• Evaluate existing client portfolios and establish key performance indicators in collaboration with Business Development, Corporate Marketing, and Regional Marketing teams to drive revenue growth. 


• Develop winning positions for EXP by integrating new ventures into company operations, assessing risks, and aligning with client needs and goals. 


• Evaluate and execute alternative delivery strategies as a key mechanism for expanding EXP's client base and reputation. Client & Market Expansion:


• Build a diversified portfolio of client contracts by identifying opportunities with major transportation agencies such as Houston MetroRail, CAP Metro, Austin Transit Partners, Texas Central, Texas DOT Rail Division, BNSF, DART, AMTRAK, DCTA, TexRail Metro, and Trinity Railway Express.


• Strengthen relationships with existing and new clients, serving as the Client Manager and educating teams on policies, procedures, and client expectations. 


• Lead efforts to expand EXP's service geography and offerings, positioning the company for continued growth and market leadership. Operational & Team Leadership:
• Coordinate with the Sector VP of Operations to identify and recruit key hires and production staff, ensuring the growth of core capabilities to serve strategic clients. 


• Leverage existing technical capabilities within EXP to support and scale technical and production teams effectively. 


• Drive strategic initiatives to streamline processes, enhance efficiency, and rapidly scale the Texas Rail Division. Project Oversight & Risk Management: 


• Serve as Project Manager for select strategic projects, overseeing technical and operational aspects to ensure successful project execution. 


• Support project teams in delivering high-quality results by managing relationships, implementing risk mitigation strategies, and ensuring adherence to client requirements. 


• Work with Project Delivery Teams to support project execution, quality control, and compliance with contractual terms and conditions favorable to EXP. 


• Assist in estimating bottom-up costs and schedules for assigned projects, ensuring accurate forecasting and resource allocation. 

Mentorship & Knowledge Sharing: 


• Mentor junior staff in project delivery processes, engineering management techniques, and best practices for successful execution.


• Provide training and professional development through lunch-and-learn sessions, helping to cultivate expertise in specialized project delivery. 


• Support the identification and development of high-potential staff into subject matter experts within their respective fields. Potential Growth Areas: 


• Expansion of service geography and operational responsibilities based on business needs and market demand.


• Growth of service offerings to align with evolving industry trends and client requirements. 

What Your Experience Looks Like

Industry Expertise & Technical Qualifications: 


• 25+ years of experience in the freight and/or passenger rail business in Texas, demonstrating deep industry knowledge and established relationships within the sector.


• Licensed Professional Engineer (PE) in Texas, ensuring compliance with state regulatory requirements and industry standards. 


• Proven experience serving as a project manager with at least one of the following agencies: o Texas DOT Rail Division o DART, Trinity Metro, TexRail o Houston Metrorail o CAP Metro, ATP o Texas Central High-Speed Rail or its successor o BNSF, UP, CP/KCS o AMTRAK Leadership in Alternative Delivery & Business Growth: 


• Extensive experience leading and coordinating alternative delivery pursuits, ensuring compliance with EXP's policies and aligning strategies with the firm's business objectives. 


• Strong background in managing multidisciplinary teams to support EXP's U.S. offices, driving the firm's presence in the Texas market for large Public-Private Partnerships (PPPs) and complex infrastructure projects. 


• Expertise in business development and commercial strategy within the Texas Division for alternative delivery, including: o Identifying and analyzing target projects and understanding their selection processes. 

o Recommending strategic win strategies. 

o Negotiating teaming agreements with partners to optimize project positioning. 

o Leading team selection and stakeholder presentations. 

o Actively collaborating with construction companies and concessionaires to drive pursuit success. 

Talent Development & Organizational Leadership: 


• As part of the Sector leadership team, responsible for identifying, recruiting, hiring, retaining, and directly supervising technical subject matter experts, project managers, production staff, and administrative personnel across the Texas Division. 


• Committed to fostering a high-performing team culture, ensuring alignment with EXP's strategic growth initiatives and technical excellence standards.
