Under the direct supervision of the Associate Director for Employee and Labor Relations, the Employee and Labor Relations (ELR) Business Partner (BP) is an experienced Human Resources (HR) leader who strategically advises and supports business leaders on complex employee and labor matters, ensuring compliance with policies, laws, and union agreements. The ELR BP focuses on resolving work-related issues, handling investigations, managing performance and disciplinary actions, and developing proactive HR strategies to meet business objectives, especially during times of change.

Job Summary:

Under the direct supervision of the Associate Director for Employee and Labor Relations, the Employee and Labor Relations (ELR) Business Partner (BP) is an experienced Human Resources (HR) leader who strategically advises and supports business leaders on complex employee and labor matters, ensuring compliance with policies, laws, and union agreements. The ELR BP focuses on resolving work-related issues, handling investigations, managing performance and disciplinary actions, and developing proactive HR strategies to meet business objectives, especially during times of change.

Responsibilities:

  • Investigate complex employee relations cases involving allegations of misconduct and violations of university policies for both Faculty and Staff.
  • Provide guidance on performance management, corrective actions, and disciplinary processes.
  • Resolve employee grievances and conduct advanced decision reviews.
  • Conduct interviews, gather and analyze evidence, and prepare comprehensive investigatory materials for the Associate Director.
  • Interpret applicable policies, procedures, and Collective Bargaining Agreements to ensure compliance throughout investigative processes.
  • Draft high-quality written reports summarizing investigative findings, evidence analysis, and conclusions.
  • Partner with senior leaders and managers to align HR initiatives with departmental and organizational goals.
  • Build and maintain strong working relationships with Staff, Faculty, and Union representatives to support effective collaboration and positive outcomes.
  • Advise administrators on employee and labor relations matters, including performance management, corrective action, and organizational change.
  • Promote an engaged, productive, and positive work environment through proactive guidance and support.
  • Provide guidance and training to managers and employees on HR policies, procedures, and best practices.
  • Develop, coordinate, and deliver trainings and professional development programs to enhance organizational knowledge and skills.
  • Lead the design and implementation of educational initiatives that support compliance, performance, and employee engagement.
  • Maintain and track accurate, confidential case records in accordance with university and legal requirements.
  • Prepare data reports and statistical analyses related to Employee and Labor Relations activities, trends, and projects.
  • Utilize case data to support informed decision-making and identify opportunities for process improvement.
  • Collaborate with University Legal Counsel in hearings and mediations, supporting case preparation and strategy.
  • Interview potential witnesses and gather relevant information to strengthen case presentations.
  • Prepare exhibits, documentation, and other materials required for hearings and mediation proceedings.
  • Support a variety of core projects and initiatives across Employee and Labor Relations and broader Human Resources functions, as assigned.
  • Other duties as assigned.

Minimum Qualifications: Required Education and Experience

  • Bachelor's degree in a related field. Minimum 3 years of related experience, human resources department, or comparable field.

Required Qualifications

  • Excellent writing and research skills and the ability to generate concise, logical, and formal analytical reports that convey complex and sensitive issues.
  • Working knowledge of federal and state laws and regulations. Ability to read and interpret complex legal documents such as court opinions, laws, and federal regulations to evaluate their impact on University policies and procedures.
  • Ability to build and maintain effective working relationships with administrators, staff, faculty, students, and community partners.
  • Demonstrated assessment, investigation, and resolution of concerns and complaints, including conflict resolution, problem-solving techniques, complaint screening, interviewing, consultation and advice, and conducting investigations.
  • The ability to exercise independent judgment, to assess and negotiate complex, highly sensitive situations, including the ability to maintain confidentiality, be discreet, and maintain neutrality in the face of indifference or conflict.
  • Demonstrated skill and sensitivity in interacting with various ethnic, social, cultural, economic, and educational backgrounds to identify, investigate, and facilitate problem resolution.
  • Must be committed to principles of due process, fairness, and respect.

Compensation and Benefits:

Anticipated Hiring Range: $4,135 - $7,700 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/At-will

Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

First considerations will be given to candidates who apply by Friday November 28, 2025 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.
