Position Overview

The Regulatory Compliance Technician supports company-wide adherence to federal, state, and local regulatory requirements. The role performs administrative and field-coordination tasks related to permits, utility locate requests, regulatory documentation, conditional use permits, and compliance reporting. This position ensures accurate records, timely submissions, and consistent follow-through on all compliance obligations for active construction operations, pits, yards, and mobile crews.

Key Responsibilities

Regulatory Compliance & Permitting

  • Prepare, submit, and track permits including conditional use permits, operational approvals, site-use authorizations, and other regulatory documents required for construction, pits, or yard activities.

  • Maintain organized and up-to-date compliance files, permit conditions, renewal deadlines, approval letters, and supporting documentation.

  • Assist leadership with regulatory audits, agency inquiries, or documentation requests.

  • Monitor compliance with CUP conditions and notify supervisors of required actions or deadlines.

Utility Locate Coordination

  • Submit and track utility locate requests through Gopher State One Call or equivalent state systems.

  • Maintain accurate records of locate tickets, expiration dates, clearance documentation, and maps or site sketches.

  • Communicate locate status, restrictions, and required follow-up to project managers, supervisors, and field teams.

  • Coordinate relocations when site conditions change, or the locate validity expires.

Data Management & Reporting

  • Maintain digital and physical files for permits, licenses, certifications, CUP documents, utility locate tickets, and compliance correspondence.

  • Prepare routine summaries, compliance reports, and documentation required by internal leadership or governing agencies.

  • Track renewal dates for permits, CUPs, inspections, licenses, and regulatory submissions.

Operational Support

  • Provide crews and supervisors with compliance instructions, permit conditions, locate requirements, and applicable operational guidelines.

  • Assist with scheduling and documentation for compliance-related training, meetings, or audits.

  • Identify compliance deficiencies, communicate required corrective actions, and follow up to confirm completion.

Qualifications

Education & Experience

  • Associate degree in business, construction management, regulatory studies, or a related field preferred; equivalent experience accepted.

  • Experience in construction, utilities, aggregates, or administrative compliance roles preferred.

  • Familiarity with permitting processes, CUP requirements, and utility locate systems is beneficial.

Knowledge, Skills & Abilities

  • Ability to read and interpret permits, CUP conditions, utility maps, and regulatory instructions.

  • High attention to detail and accuracy in recordkeeping.

  • Proficiency with mapping tools, Microsoft Office, and electronic document management systems.

  • Strong communication skills in a professional setting, including clear and confident public speaking.

  • Ability to manage multiple deadlines with minimal supervision.

Physical Requirements

  • Ability to walk uneven surfaces during site visits and work outdoors when necessary.

  • Lift and carry up to 40 lbs.

  • Drive to job sites, pits, and company facilities across Minnesota, North Dakota, South Dakota, Montana and Iowa.

  • Occasional extended hours during peak work periods.

Work Environment

  • Mix of office work and field coordination.

  • Regular visits to active construction areas, pits, and yards.

  • Exposure to noise, dust, and varying weather conditions.
