Why does the job exist?

The purpose of this position is to support and serve as the technical lead for multiple electronic scanning systems, including software and equipment. This position will manage and enhance the OpenText Intelligent Capture and IBML platforms, including configuring capture workflows, document recognition profiles, metadata extraction rules, validation logic, integration touchpoints, performance tuning, and deploying new capture models.

How does it get done?

This position will:

• Assist State, Municipal, and partner offices with DMS scanning issues, ensuring operational continuity and timely resolution.
• Support Motor Vehicles real-time and batch scanning using OPEX and Tangent software.
• Support IBML scanning for multiple tax programs.
• Support ongoing improvements to OpenText Intelligent Capture, IBML or similar capture platforms, including upgrades, patching, testing, and rollout of new capture capabilities.
• Coordinate closely with infrastructure teams to evaluate and test the impact of operating system or network upgrades on imaging, capture, and workflow systems, and facilitate meetings, training sessions, and related documentation as needed.
• Collaborate with development teams to clarify functional requirements and assess technical impacts for MVD DS/VS C#.NET applications.
• Conduct data analysis and validation using MS SQL Server to ensure data accuracy, integrity, and reporting reliability.
• Coordinate and support system, integration, regression, and User Acceptance Testing (UAT) for MVD DS/VS applications and interfaces.
• Coordinate testing of business process changes, system enhancements, and imaging/workflow updates to ensure alignment with user and customer needs.

This position works directly with the Information Technology Division staff, MVD DS/VS business units, technology teams, interface partners, contractors, and other stakeholders, in close coordination with ITD leadership.

Minimum Qualification

Bachelor's Degree in any field and two (2) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Work is performed in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
