Job Description
The Utah Department of Transportation (UDOT), within the Comptroller's Office, seeks a highly organized and technically proficient accounting professional to manage complex project accounting and federal-aid reimbursement activities for the State Highway Construction Program. This role is crucial for ensuring the financial integrity and compliance of multi-million dollar federal and state highway projects. This critical position is responsible for executing a comprehensive range of project accounting duties essential for the financial management of the Federal-aid and State Highway Construction Programs. Accounting activities may include accounts receivable, collections, audit research, and monitoring reports pertaining to financial management matters on the Federal-aid and State Highway Program projects. Other duties include reviewing project accounting documents for accuracy, performing adjustments to accounts, preparing reports, monitoring activity and requesting drawdowns on Federal Grants, and monitoring UDOT and highway project budgets. This position requires advanced skills in utilizing computerized finance systems.

Principal Duties
As a Financial Analyst III, Your Duties Include

  • Monitoring and analyzing financial reports related to the Federal-aid and State Highway Program projects to ensure financial stability and accurate reporting.
  • Serving as a technical expert to region project managers on Federal-aid and cost accounting matters.
  • Preparing and submitting requests for Federal Grant drawdowns, ensuring maximum and timely utilization of federal funding.
  • Monitoring project activity and financial data to accurately prepare reports for management and external stakeholders.
  • Performing diverse accounting activities, including accounts receivable management and collections, ensuring timely recovery of funds.
  • Conducting in-depth audit research and providing necessary documentation to maintain compliance with federal and state regulations.
  • Executing complex adjustments and corrections to project accounts within the Vantage Financial system.
  • Monitoring and tracking UDOT and highway project budgets, identifying variances and contributing to budgetary control efforts.
  • Preparing and processing Cooperative and Betterment Agreement billings to local governments and other third parties.
  • Monitoring and following up on "Inactive" Federal-aid projects.
  • Participating in monthly joint finance meetings with the Federal Highway Administration and UDOT's Program Finance team.

Minimum Qualifications
In order to qualify, you must have all of the following:

  • At least five (5) years related experience reconciling, analyzing and budgeting financial data. Completed higher education coursework in the following areas may be substituted for related work experience; accounting, finance or business.

  • Ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
  • Ability to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions
  • Ability to speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally
  • Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing
  • Ability to use State or agency-specific software application program(s)
  • Ability to compose and produce reports, documents and related material
  • Ability to find, gather and collect financial information or data
  • Ability to read, interpret and apply laws, rules, regulations, policies and/or procedures
  • Ability to evaluate information against a set of standards
