The Arlington Economic Development (AED) Department is seeking to hire a well-organized, flexible, and proactive Human Resources Administrative Specialist with excellent verbal and written communication skills and a keen attention to detail. This position will perform essential human resources management and general operations duties to support the HR, Organizational Development functions, and providing executive-level support to the senior leadership team within the department.

This position will work under the direction of the AED Operations Director and is located within the Operations Division. The division is responsible for managing AED's administrative functions, including finance, budget, human relations, procurement, information technology, facilities management, and other general services.

Major Job Duties:

  • Managing and processing all departmental timekeeping and bi-weekly payroll activities in PRISM+, including training and providing guidance to all AED staff;
  • Performing all core administrative aspects of the Department's Human Resources activities, including coordinating onboarding/offboarding, and processing various employee action forms and notifications;
  • Consulting with and advising hiring managers on the recruitment process, classification of positions, and compensation; managing recruitments for the department as the liaison between the HR Department and hiring managers;
  • Provide support to AED's organizational development efforts and assist supervisors with performance management for all employees;
  • Providing highly responsible administrative support to AED senior leadership, proactively managing the Director's calendar by scheduling appointments, resolving conflicts as they arise, preparing materials in advance of meetings, and ensuring that meeting rooms are set up appropriately;
  • Conducting purchasing and accounts payable activities such as preparing requisitions and purchase orders and processing invoices;
  • Assisting the Operations team with arranging and coordinating special events, including event registration, when needed; and
  • Additional duties as assigned.

The ideal candidate is a well-organized, adaptable professional with excellent communication skills, meticulous attention to detail, and the ability to seamlessly manage front-office tasks, oversee facilities, and provide executive-level support. Additionally, they should be collaborative and adept at working across teams within the department and across the County.

Minimum:

  • Some college coursework in the area of human resources management, business administration, public administration or a related field in an accredited college or university; and
  • Considerable experience in human resources work in either a private, public or governmental environment.

Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.

Desirable: Preference may be given to candidates who have experience in one or more of the following:

  • Recruitment, payroll, benefits administration, and employee relations, with the ability to juggle multiple priorities and deliver results under tight deadlines;
  • Using enterprise resource planning systems, with a track record of leveraging technology to streamline HR processes; and/or
    Working with public sector or local government operations, including navigating policies and procedures specific to these environments.

Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

Additional Information

Work Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m., with a hybrid office policy requiring employees to be in office at least three days a week. Some weekend and work after normal hours may be required when needed.
