Job Summary

This position focuses on procedures and coordination of physical security in support of five municipal utilities departments in the City of Fort Collins. Supporting security and emergency preparedness programming for water, wastewater, storm water, light & power, and broadband. This position works closely with the lead security specialist, assisting with access control, security cameras and physical security programing. This position is not an entry level position; the successful candidate should have a foundational understanding of both security strategies and emergency preparedness programming. This is not an IT or cyber security position but collaboration in those areas is critical.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Lead programming related to security, threat, and risk assessments in coordination with the Lead Security Specialist. This will include critical infrastructure assessments as well as threat mitigation planning. Using an all-hazards approach, develop strategic goals and plans that allow Fort Collins City departments to prepare and manage unified responses to emergencies, regardless of type and scope.
  • Supports and integrates the mission of Emergency Preparedness & Security, including supporting incidents that impact the community beyond the focus of security.
  • Develops, implements, administers, and monitors security initiatives, programs, and projects for the city.
  • Directs the necessary behavioral or environmental changes needed to improve security in a creative, efficient, and cost-effective manner.
  • Leads internal incident response of security event. Performs incident investigation and review for safety and security events.
  • Develops and maintains working relationships with appropriate law enforcement and other government agencies.
  • Continuously improve program capabilities by engaging cross-functional stakeholders to assess and update hazards and security strategies, tools, and policies.
  • Assist with the development and provide instruction of policies that guide emergency preparedness practices in the city, ensuring that they not only serve emergency preparedness and security goals, but also enhance daily operations across multiple utility providers within the city.
  • Develop and deliver comprehensive training and awareness initiatives for employees and leaders, including scenario-based exercises, crisis simulations, and security threat preparedness.
  • Implement a training and exercise program related to NIMS standards and ICS training.
  • Participate in coordination of scheduled emergency management & security activities/functions.
  • Fill staffing needs within the City Emergency Operations Center.
  • Develop and maintain relationships with regional partners in public and private sectors, to support unified planning, mitigation, response, and recovery efforts for events that have the potential to significantly impact the community and surrounding region.
  • Stay informed of federal, state, and local regulatory standards and potential impacts on emergency plans related to utilities programming. (Emergency Action Plans/Emergency Response Plans).
  • Assigned duties and responsibilities as needed to support other primary missions of EPS in the areas of security programming.
  • Informs and advises leaders of local, global, and industry issues and best practices that may impact operational security or emergency preparedness.

Required Qualifications

MINIMUM

PREFERRED

High School Diploma or GED

College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees

Associate\'s degree or higher in Security and Emergency Management. Public Safety, or related may be considered on a year-for-year basis in exchange for the experience requirement.

Experience Requirements

  • Five or more years of experience in security management, which can be a combination of related education and/or experience.
  • PREFERRED: Demonstrated experience in security related technology as well as experience in public safety, risk management, emergency management, and/or special event safety planning preferred qualifications.
