Position OverviewIs litigation your passion? The Illinois Lottery is seeking to fill a litigation attorney in the Legal Division to represent the Department is complex litigation hearings and rendering legal opinions by using thorough knowledge of Lottery laws. If you excel in analyzing and organizing facts, communicating in a clear and logical form in oral and written presentation, and exercising sound judgement, the Illinois Lottery encourages you to apply to this position.
Essential Functions- As the Litigation Attorney, travels to represent the Illinois Lottery in complex litigation hearings involving deficiency of winning lottery claim cases, denial of licenses, and other civil claims.
- Plans, directs, and conducts extensive and complex research or administrative studies of Lottery rules, regulations, related laws, and internal policies and procedures.
- Supports Security and Investigations Division.
- Renders legal opinions.
- Provides assistance to the FOIA Officer.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
- Requires graduation from a recognized law school.
- Requires the possession of a license to practice law in Illinois.
- Requires three (3) years professional experience in the practice of lottery and gaming law.
- Prefers three (3) years of experience with common law and of state and federal laws, and regulations particularly relating to administrative and regulatory functions.
- Prefers three (3) years of experience in judicial and quasi-judicial procedure and of the rules of evidence, hearing, and trial procedures.
- Prefers experience with principles of administration and management, including organization, control, and techniques used in dealing with management and procedural problems.
- Prefers experience planning, laying out, and reviewing work related to complicated legal problems.
- Prefers experience maintaining satisfactory working relationships with superiors, other attorneys, employees, and the general public.
- Prefers experience analyzing, appraising, and organizing facts, evidence, and precedents concerned in difficult and complex cases.
- Prefers experience presenting material in a clear and logical form for oral or written presentation, as briefs, orders, reports, or decisions.
- Prefers experience exercising sound judgment in appraising and evaluating problems of a procedural nature.
- Requires the completion of a background check and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires the ability to use state issued equipment, (i.e., cell phone, laptop).
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
